December 2016 will forever be remembered as legendary at Edgewood Townehouses.  Even though it was an exciting traditional holiday season, everything about the end of month was unique – including this December edition of the FYI being issued in January 2017.  Well, everything will become legendary, began on Wednesday, December 14th an ice storm blanketed the south Willamette Valley with a glazing of ice that can only be described as “wickedly beautiful”.  Curiously, the treetops were overladen with ice, while much of the ground was frost-free.  The ice incased branches and limbs were beautifully picturesque; yet, overburdened and bending over with weight of ice, many came perilously crashing down.  We were littered with branches, limbs, and fallen trees throughout our community.  Westbrook Way had to be cleared of debris to permit vehicles to safely pass, and many of our front doors were inaccessible to enter or exit due to tree branches.  

We organized our contractors and began the tedious process of clean up.  On Thursday morning, Richard’s Remodeling arrived with a crew equipped with chainsaws, and assisted our college laborers and neighbors, to clear roadways and walkways of the most obvious fallen trees and limbs that blocked vehicle access and egress.  Our college laborers continued on for the next three days to clear the next layer of tree debris, dragging limbs and branches into huge staging piles along the roadways.  On Monday, December 19th, Marlon & Son Landscaping, showed up with a crew that began the slow process of loading, removing, and disposing truck and trailer loads of tree debris off our site.  Our college laborers and Marlon & Son Landscaping continued cutting, pruning, dragging, loading, and disposing tree debris for the next two weeks breaking only for Christmas Eve afternoon and Christmas Day.  Through the end of the month, Marlon & Son Landscaping removed and disposed nearly sixty yards of tree debris.

As we cleared tree debris off of our site, wherever possible, we bucked-up rounds of wood and branches for owners to take home for next year’s firewood.  We believe we stacked over eight cords of wood, much of which has already been taken away.  Please freely take any of the firewood stacked along our walkways’ home with you, especially if you burn wood in your fireplace.

It is safe to say, we will be in the clean up process for the next few months.  Although we are moving ahead methodically, risk from broken and snared tree limbs exist.  We are scheduling qualified contractors and special equipment to extract them from the treetops.  When you or your family are outdoors, pay close attention to what is above you.  Broken and snared tree limbs might be above you as you walk.  If you walk to your mailbox, or take an exercise walk along the north or south banks of the Brae Burn Creek, look up!  We are doing our best to identify and prioritize as many of the tree hazards as possible, but if you suspect a hazardous limb that you have seen, please report it to Frank Gaddini ( _ ).

Now that we have experienced the most exciting end of the year, and we are into the first week of the New Year, I want to wish everyone who is part of the Edgewood Townehouse Association family, a most excellent, great, and wonderful 2017.  I also want to encourage as many owners as possible to attend the next January Quarterly Open Forum Business Meeting.  We will be hosting Kirk Martin, our State Farm Master Policy Insurance Agent.  He will discuss and answer insurance questions regarding our Master Insurance Policy, how it interfaces with your individual/personal homeowner’s insurance, and even questions regarding our December 14, 2016 Storm Damage claim.  The presentation is intended to be educational.  Also bring any Association issues or questions that are important to you to our meeting.

Call to Order: The meeting was called to order at 6:30 p.m. Board members present were: Bruce Trafton, Darell Bidstrup, Michele Coney, Sharon Kimble, Michael Maulding, Don Pasquali, Jennifer Smith, and JoAnn Wilson. Christine Donahue was excused. Also present was Frank Gaddini, ETA Director of Operations and Facilities.

Approval of Minutes: The Board approved the minutes of September 13, 2016.

Standing Reports:

Old Business:

  1. Repair of 10, 20, 30, 40 Brae Burn: The foundation repair is nearly complete with only one interior work item remaining, some flooring at 40 Brae Burn. It is expected to be completed next month.
  2. Goals for 2017. Board members offered ideas on 2017 goals. They were augmented by information on strategic planning and marketing provided by Frank Gaddini, ETA Director of Operations and Facilities. Selection of the top three goals will be made at next month’s business meeting.

New Business:

  1. Waivers: Parking of homeowners’ vehicle in guest parking until the kitchen remodel at 39 Westbrook Way is complete, by December 15, 2016. Approved.
  2. Driveway #10, Repair of Drain Basin: Completed.
  3. Parking Policy Review: The Board agreed upon delineating 2-3 guest parking spaces in Driveway #4 now that the large dumpster is gone due to relocation of the Maintenance Storage Shed. Further discussion regarding the parking policy is deferred to next month’s business meeting.

Looking Back Over November 2016 Facilities and Operations Report

This report is a review of facility and grounds work performed in November 2016.  Our deciduous trees continued their relentless defoliation parade cascading all around us.

The repair of the groundwater collection basin in Driveway 10 (50 through 110 Brae Burn Drive) was our priority project of the month.  We contracted Emerald Excavating to excavate, remove and dispose the original drain collection basin.  We terminated and abandoned the original 12” diameter concrete drain line was install using 4’ sections of interconnected jointed pipes was 30 feet long.  Tree root invasion, along with sand, and rock aggregate congested the drain line at each joint prohibiting the free passage of groundwater.  Our solution was the installation of a new continuous and joint-less 12” PVC groundwater drain line engineered to perform successfully for decades to come.  Our repair project require meeting new city and state environmental codes. Our plans were submitted, reviewed, inspected, and approved by the respective governing authorities.

To accomplish our job, we excavated a portion of the Brae Burn Creek north bank sidewalk.  That portion of our walkway, over the decades, manifested in extensive cracks and separations with risk of trip hazards.  It became clear that this was an opportunity to address the trip hazards along with repair of the groundwater drain line.  Along with replacement of curb, gutter, and accessibility ramp, we planned for the replacement of approximately 80 feet of additional concrete walkway

November was busy During the month, we were recorded and completed seventy-seven (77) jobs, and year-to-date, we have completed nearly one-thousand-one-hundred forty (1,140) discrete jobs.

Much of our work was engaged in routine seasonal maintenance activities including sixteen specific roof and gutter cleaning jobs.  Our College Laborers, working in cooperation with Roto Rooter and EWEB engineers, engaged in the replacement of 80 feet of domestic water supply lines, two new water meters with valves, and two new water valve boxes at 170 and 186 Brookside Drive.  In the Overflow Parking Lot, we contracted with Scofield Electric and our College Laborers to replace a 20 amp, 120 volt electric service with new GFCI receptacles in weather-proof stations.


THINGS TO KNOW, LEARN, AND REMEMBER IN DECEMBER

1. Volunteer Needed
A volunteer coordinator position is open and available for homeowners with an interest in serving the Association.  The position is known as our Hospitality Coordinator. The Hospitality Coordinator plans, organizes, and presents refreshments at each of the Quarterly Meetings (the fourth Tuesday of January, April, and July, as well and the Annual Business Meeting (the fourth Tuesday of October).  The Hospitality Coordinator also plans, organizes, and presents the Winter Holiday and Christmas Season Celebration at the Clubhouse.  The Mission of the Hospitality Coordinator is to promote community good will, cheer, and refreshment.

2. Parking Rules
1. All vehicles must be parked in designated parking spaces.
2. Residents are responsible for insuring that their guests park in designated spaces.
3. Waiver for Special Circumstances
Homeowners may request waiver of the Parking Policy in the event of exceptional or extraneous circumstances. Waiver Forms are available by contacting the Board, the Director of Facilities and Operations. The Board will review each case and render a final decision.

3.  Meeting Styles
There are three styles of meetings at Edgewood:
1) Monthly and Special Business Meetings that are “Closed Forum” to permit the Board to conduct business.  Homeowners are welcome to come, attend, and listen; but as a courtesy, please be respectful, remain quiet, and permit the Board to discuss among themselves the business at hand.
2) The Annual Open Forum Business Meeting, the January, April, and July Quarterly Open Forum Business Meetings, and posted Special Meetings that are “Open Forum” where any homeowner wishing to expound and share their thoughts is respectfully given the floor and time to do so.
3) Executive Sessions that are “Closed Door,” private, and available to Board members and designees only.  These meetings are often held during the regular Monthly Business Meeting, and audience member are asked to leave the meeting to protect and ensure privacy under our privacy policies.

4.  Common Grounds Rule
The association is responsible for all grounds maintenance: trees, shrubs, lawns, hardscapes, and softscapes in all common areas.
Plants growing in the patio area of each unit are the responsibility of the homeowner.

Also, storing personal property on common ground areas is not permitted.

5.  Front Door Entryways and Balconies Guidelines
Edgewood Townehouses are set in a private park, which is reserved for the exclusive use and enjoyment of owners, their families, and guests.
1. Front door entryways and/or balconies are common property, please decorate accordingly.
2. Owners may not alter the front door entryway and/or balcony surfaces using tile, glued carpet, or paint. 
3. Owners may fly only the American flag.
