This Message from the Board is a reflection of the past two months activities at Edgewood Townehouses.  A whirlwind of work has been sweeping through our community.  Administratively, we successfully managed the sale of 87 Westbrook Way to fruition.  Under our responsibilities to maintain our common property, Preserve. Restore. Maintain., we commenced our most complex maintenance project – the restoration of 10 20 30 40 Brea Burn’s foundation.  We are proud to announce that building 10 20 30 40 Brea Burn’s foundation has been lifted, leveled, and stabilized.  The project is notable in that seventy-three (73) helical piers were installed inside and outside of the foundation to lift, level, and stabilize the building. 

Over years, the soil surrounding this building expanded and contracted causing ever-so-slight movement in the foundation.  After years, this comprehensive movement caused shifting throughout the foundation.  This is the only residential structure on our property that has exhibited this structural manifestation.  We began taking laser-level measurements of the building five years ago in Fiscal Year 2011, and from this data developed plans to correct the foundation and fund the project.

Currently, we are completing restoration to each townhouse’s interiors.  All wall cracks are being repaired, restored, and repainted to like-new conditions.  Doors and windows have been reset to properly open and close and floor covering that were impacted by the work are being replaced.  Two of the concrete patio floors are being completely replaced.  Our last detail to address is the installation of a new groundwater perimeter drain system.

Two other notable project over the past sixty days have been the installation of a new groundwater perimeter drain for building 149 to 159 Westbrook Way, and the installation of eight new safety sidewalk lights along the walkway of 80 to 110 Brae Burn Drive.  Of course, we have also addressed, maintained, and repaired dozens of other jobs over the past two months.  The Board is seriously interested in maintaining our common property.  Our property is attractive, well maintained, and commands great interest by perspective buyers.  On behalf of the Board of Directors, thank you for your confidence, trust, and support in making our maintenance program – facilities and grounds – successful.

One additional note for all homeowners along Westbrook Way – with the very warm temperatures and the dryness of our local environs, we have opened the gate on Westbrook Way and Brookside Drive.  The gate is open as a safety measure during the summer fire season August through October.  No parking is allowed along Westbrook Way between 161 and 185 Westbrook Way.  In the event of fire, use this route for evacuation onto Brookside Drive.

Call to Order: The meeting was called to order at 6:30 p.m. Board members present were: Bruce Trafton, Michele Coney, Christine Donahue, Sharon Kimble, Michael Maulding, Don Pasquali, Jennifer Smith, and JoAnn Wilson. Jolene Baron was excused. Also present was Frank Gaddini, ETA Director of Operations and Facilities.

  • Debriefing 87 Westbrook Way Sale Project: The Board reviewed the process of selling the property. Members offered ideas about what the Board had done well and what it could have done better. It was agreed that regular monitoring of the process through weekly special meetings and utilizing a professional realtor contributed to the project’s success. It was suggested that the Board could have negotiated more regarding repairs while other members felt it was important to perform all repairs identified during pre-sale inspections.
  • Resignation: President Trafton read a letter of resignation from Board member Jolene Baron.

Looking Back Over the June 2016 Facilities and Operations Report

June was a beautiful month in our lovely community. The weather had been usually dry with abundant sunshine and several days of 90 degree weather. June 2015 was also a very productive month for facility and grounds maintenance recording ninety-one (91) jobs at Edgewood Townehouses.  As we draw closure to the first half of our year, we completed and recorded five-hundred-and-fifty (550) jobs between January through the end June 2016.

Much of the work was performed by our contracted labor force that includes three upper division college students Phil, Rob, and Brian.  Phil has recently left for a career opportunity in Bend Oregon. Rob, has recently graduated but will be staying in Eugene as he trains for competitive running circuit in Track City.  Rob hopes his coaching and training in Eugene will prepare him to compete in the 2020 Olympics.  Mele, our Pool Water Tester has just completed her nursing degree and plans to return to university to advance her RN Degree to the Master’s level.

During the month of June, we focused on our continued efforts at updating our irrigation systems.  We replaced two irrigation valves with new electronic valves.  We also replaced one of the five main backflow prevention valves.  The backflow prevention valves prevent contamination of our domestic drinking water.  While performing this job, Eugene Water and Electric Board installed a new electronic water meter for us.

Although it is summer, this may also be a good time for you to think about servicing your heat systems. If you use natural gas in your townhouse, now is a perfect time to check all of the valves and electronic ignition features of you furnace or fireplace.  Call a qualified service company or Northwest Natural for an inspection – you’ll feel warmer and you’ll be safe.  If you have an electric heat pump, check your filters and change them before the cold returns.

Looking Back Over the July 2016 Facilities and Operations Report

July of 2015 was an extraordinarily busy month in the management of the facilities.  During the month we recorded one-hundred-nineteen (119) discreet maintenance jobs.  Since the beginning of the year and through July 31, 2016 we have completed just over 650 maintenance and major restoration jobs.  During the month we saw many crystal clear days and temperatures regularly climb in the high 90 degree range. 

The lion’s share of our work focused on grounds projects including irrigation updates and groundwater management improvements.  During July we replaced two more of our 10 irrigation controllers for a total of eight new irrigation controllers over the past three years – only two more irrigation controllers to install to bring our system into the 21st century.  We also updated 45 more new sprinklers with water-saving nozzles.  We operate nearly 2,300 sprinklers on our site.  Re-seeding and over-seeding our lawns with hybrid seeds has also had a positive effect – greener lawns that require less water.

Groundwater management also was our focus in July 2016.  We completely installed a new groundwater collection drain line for building 149 through 159 Westbrook Way.  The new drain line is designed for ease of maintenance and long-lasting service for the next 50 years.

Review of 87 Westbrook Way Sale Project: ETA President Bruce Trafton reported that the sale is proceeding as expected. Frank Gaddini, ETA Director of Facilities and Operations reported that recommended repairs as noted in the buyer-obtained inspection report are nearly complete.

Foundation Repair of 10, 20, 30, 40 Brae Burn Drive: ETA Director of Facilities and Operations reviewed the various elements of the project and projected milestone dates. Homeowners from all four townhouses were present to learn about project specifics, ask questions, and inform Board members about the individual impacts to them. The expected start date is 7/25/2016 with completion by late August. The Board will meet weekly with homeowners through completion to coordinate project details. Meetings will be on Tuesdays at 6:30 PM (6:00 PM before July and August regular Board business meetings).

Tuesday, July 12, 2016, 6:00 PM

Foundation Repair of 10, 20, 30, 40 Brae Burn Drive: ETA Director of Facilities and Operations updated the Board and affected homeowners in attendance about various elements of the project and provided answers to earlier homeowner questions that he raised with the contractor. The expected start date remains 7/25/16. The contractor will perform all interior construction work first. A pre-construction walk-through will be scheduled by the contractor to include the contractor, principal engineer, and construction foreman. Once the foundation repair is complete, interiors will be restored, as appropriate, including flooring, walls, and painting.

After the pre-construction walk-through’s are conducted, the Board will continue to meet with affected homeowners on Tuesdays at 6:30 in the Clubhouse (6:00 before the August regular business meeting) until the project is complete.

Review of 87 Westbrook Way Sale Project: The Board discussed the status of the sale of 87 Westbrook Way. Frank Gaddini, ETA Director of Facilities and Operations, reported on the status of the recommended repairs to the townhouse as outlined in the buyer-obtained inspection report.

Foundation Repair of 10, 20, 30, 40 Brae Burn Drive: Frank Gaddini reported on the project schedule. The contractor will conduct individual homeowner walk-throughs on Friday, July 22nd. The work will begin on Monday, July 25th.

Review of 87 Westbrook Way Sale Project: The Board discussed the status of the sale of 87 Westbrook Way. Frank Gaddini, ETA Director of Facilities and Operations, reported on the status of the recommended repairs to the townhouse as outlined in the buyer-obtained inspection report as well as upgrades to ensure the long-term and safe performance of the property based upon the ETA inspection. These repairs were outlined in an addendum to the seller disclosure, as requested by ETA’s realtor, Jodie Smith of Jodie Smith Real Estate Co.

Foundation Repair of 10, 20, 30, 40 Brae Burn Drive: Frank Gaddini reported on the project status. Work was begun on Monday, July 25th. About two-thirds of the 67 piers have been installed, both inside and outside the affected townhouses. Gaddini is working with individual homeowners to minimize inconvenience as much as possible and to ensure that townhouse interiors are appropriately restored,
