MESSAGE FROM THE BOARD   To Preserve, Restore, and Maintain

The Association has been moving forward with a long anticipated maintenance goal.  That goal has been the repair of one of our facility’s foundations.  Over the past years, the plateau that building 10, 20, 30, 40 Brae Burn Drive (BBD) sits on has been slowly creeping eastward towards the Brae Burn Creek.  The creeping has been incredibly slow, perhaps only 1/16 of an inch per year; but, nevertheless very slight movements, that over years has had a cumulative effect on the foundation. 

In Fiscal Year (FY) 2011, we began a process of visual observation of southern most side of the building (units 30 and 40 BBD) with two of the leading foundation repair contractors.  This first assessment of the building was cursory and intended to be the starting point of monitoring the site.  We also worked on selecting a contractor who would work with us to solve the problem.

In FY 2012, we decided to work with Ramjack West, a company well recognized as foundation repair specialists.  We observe additional signs of foundation settling in unit 40 Brae Burn Drive (BBD).  Interior wall cracks and doors sticking shut were the first tell-tale signs.  During the year we began the process of setting benchmark measurement for this premises and the adjoining unit 30 BBD.  We took one measurement during the wet winter season, and one measurement during the dry summer season.

In FY 2013, we re-measured the sites on two separate occasions, the wet season and the dry season, to compare the prior year’s measurements, and noted that additional settling in the foundation of 40 BBD had occurred, and that 30 BBD had ever so slightly crept to the east.

In FY 2014 we conducted two more measurements and noted that imperceptibly settling and creeping continued. After these measurements we began to develop our plan to stabilize and correct the foundation of both 30 and 40 BBD.  We explored ideas of funding and conducting the repair over a two year period correcting unit 40 BBD in 2015 and then 30 BBD in 2016.  At that time we believed that we could confidently conduct the project over a two year period and accordingly began to financially plan for the repairs.

In FY 2015, we conducted our final two measurements and included a complete assessment of the entire building.  During these measurements we noted additional settling and creeping and early signs that units 10 and 20 BBD were also being affected.  Considering the enlarging scope of settling and creeping, we decided that it was in our best interests to repair the entire building at one time during one fiscal year.  We developed a comprehensive plan to address the entire building 10, 20, 30, 40 BBD to assure a complete and permanent solution for the building’s foundation. 

In the summer of FY 2015, during our budget planning for FY 2016, we reviewed three options to fund the project.  Option 1, apply the entire fiscal year maintenance budget to the foundation project and defer all other routine, annual maintenance projects; Option 2, implement a Special Assessment; and Option 3, sell the Association’s private residence unit 87 Westbrook Way (WW).  The option to fund the project through the sale of our live-in manager’s unit 87 WW would well serve the interests of the Association.  The Association no longer employs a live-in manager, but instead employs a part-time professional manager.

The sale of 87 WW would: 1) generate ample funds to cover the cost of repair; 2) generate a surplus of dollars, after our repair costs, that would be applied to our reserve fund; and 3) relieve the Association of managing and maintaining the live-in manager’s unit at 87 WW.  The sale of 87 WW would avoid deferring all other routine, annual maintenance projects as required by Option 1, and it would avoid the implementation of a Special Assessment as suggested in Option 2.
After review with the entire Association membership, the Board decisively moved to sell unit 87 WW and completely fund a one-time repair of building 10, 20, 30, 40 BBD.  This building is the only occupied building in the Association that has manifested foundation settling.  For additional background information, review the Association’s FYI Newsletters for the year of 2015 archived at our website www.edgewoodhoa.org



Board of Directors Open Forum Progress Meeting Wednesday, March 23, 2016

Call to Order:  The meeting was called to order at 6:30 pm on Wednesday, March 23, 2016.  Board members present were: Bruce Trafton, Christine Donahue, Sharon Kimble, Michael Maulding, Don Pasquali and Jennifer Smith.  Michele Coney, JoAnn Wilson, and Jolene Baron were excused.  Also present was Frank Gaddini, ETA Director of Operations and Facilities.

After an exhaustive review comparing the management of the sale of 87 WW by either a professional realtor or an auction by our attorney, the Board decided, by unanimous agreement, that in the best interest of the Association, a professional realtor would be the best way to manage the sale of 87 WW.
The selection of realtor would be managed by Invitation to Bid process.  Four local realtor brokers, who had been in business in the Eugene/Springfield area for at least fifteen years, will be invited to submit their proposals to sale 87 WW.  Proposals will be due for review at the next Board of Directors Open Forum Progress Meeting scheduled for Wednesday, March 30, 2016

Board of Directors Open Forum Progress Meeting Wednesday, March 30, 2016

Of the four local realtor brokers, who had been invited to submit proposals for the sale 87 WW, one broker did not respond to the invitation, one realtor was unable to meet our schedule for the sale, two realtors submitted proposals.  After review of the two proposals, Jody Smith Realty was unanimously selected as the local realtor broker to manage the sale of 87 WW on behalf of the Board.

Waivers:  190 Brae Burn submitted a Parking Waiver to park their camper in Driveway 9 for brief, but random times. throughout the year while they load and unload the camper.  The request was approved.

March 2016 Facilities and Operations Report

March is the name’s sake of the Roman and Greek (Ares) god of war; but in the year 2016 at Edgewood Townehouses, March was a month of peace and growth.  Indeed, looking back over the month of March at Edgewood Townehouses, one could say it was actually poetic!  March came “in like a lion, and left like a lamb.” The month can be described with one word – beautiful!  All the fauna started blooming – seemingly all at once.  The smell of flora growing was almost palpable along the Brae Burn Creek walkway.  A carpet of green emerged everywhere along the grounds, and the cherry blossoms early rhododendrons added the first splash of colorfulness to what had been a moody, bleak, colorless landscape.  The fauna – the blue jays and robins – broke the winter silence adding gaiety with their daytime songs of Spring, and the nights were filled with the croaking and hooting of the bullfrogs and screech owls.  A cacophony of sounds!  Edgewood, this month, is a better place than it ever has been.

Regarding our Major Restoration Projects, March saw the restoration of Garage Siding and the Patio Wall at 87 Westbrook Way.  The rising of the Maintenance Storage Shed in the Overflow Parking Lot began in March, as well as, the installation of five (5) new overhead garage doors

In routine maintenance, we slowly worked on groundwater clean-up and repair projects, mowing lawns, and pressure washing walkways.  We recorded eighty-two (82) jobs in our maintenance log during March 2016.

March saw payments for our annual roof cleaning, gutter replacement, continued ground water system upgrades & our quarterly Insurance installment.  The monthly reserve transfer was completed early in the month. The 2015 Year End Report as well as 2016 Q1 financial reports will be available at the upcoming HO meeting on 4/26. Or you may contact the Treasurer and we will be happy to send them to you.
