MESSAGE FROM THE BOARD   To Preserve, Restore, and Maintain
Robert Bruce Trafton, President, Edgewood Townehouse Association

The new 2016 Board of Directors has had a very ambitious months’ worth of activity during February and March.  The most salient task on our agenda continues to be the repair of the foundation of building 10, 20, 30, 40 Brae Burn and the concomitant sale of 87 Westbrook Way.

Amid all the planning, deconstruction, and restoration activity that proceeded through the month we also managed changes in our volunteer Board of Directors.  One of the most invaluable and appreciated traditions at Edgewood is the spirit of volunteerism. One, not often recognized enough, reason for the success of non-profit homeowner organizations is the contributions of our homeowners’ expertise, experience, and volunteer service in positions that serve the day-to-day business of operating our Association. 

At this time, I want to invite all homeowners to join the Board in expressing our appreciation to Linda Johnson, who has served on the Board for nearly nine years.  Linda’s commitment to volunteerism was punctuated by her poise, thoughtfulness, and sound decision-making as a Board of Director member.  Linda has served with honor and will now be pursuing personal new adventures.

Sharon Kimble has stepped forward and has volunteered to serve her remaining term of office as a Board member-at-large.  Additionally, Christine Donahue has been elected to serve in the position of Vice-president for the 2016 Fiscal Year.  The success of Edgewood Townehouse Association is founded on volunteer leadership that has steered the course of our community for over forty-six years.  Thanks to everyone presently serving in leadership positions and to those who have served in the past for contributing to our success.

Returning to the matter of the sale of 87 Westbrook Way, we have completed the deconstruction of the Maintenance Storage Shed.  The patio walls have been restored and the overhead garage door has been replaced.  A new passage way door between the garage and patio is scheduled for installation, and we will be wrapping-up the exterior wall siding and repainting shortly.

Last month during the February Monthly Business Meeting, the Board grappled with the most prudent process to sell the property.  To investigate the matter, the Board has scheduled weekly Progress Meetings to update on restoration activities and choose the best option to manage the sale of 87 Westbrook Way.

At the first Progress Meeting, (March 15, 2015) cost and efficacy of a variety of different models, best for the Association’s interest were brainstormed.  Three models surfaced as the most reasonable to manage the sale.  They were: Model #1 Sale by Owner; Model #2 Sale by Realtor; and Model #3 Sale by Attorney were evaluated and discussed.  At that meeting the prevailing focus was on Model #3 Sale by Attorney.  Many questions arose regarding marketing the property, property value assessment, facility inspection, open-house showing management, closed bid auction procedures, criteria for choosing the final bid, and many other related questions.  It was agreed that researching answers to these questions and evaluating each model would be the assignment for the Week.  

As the week ensued, and we pursued our assignment, we collected information reviewed and began to formulate our evaluations of the three models.  Attorney costs are based on an hourly rate in addition to the actual costs of advertising, marketing, etc.  Attorneys, of course, specialize in the practice of law.  Realtor costs are based on a commission, or percentage, of the final sale price, and all services are bundled into the final sale – and some realty agencies will even negotiate lower than full price commissions.  Realtors, of course, specialize in the sale of real estate.  Our volunteer Board is comprised of well-intentioned, and well educated members, but no one has experience managing a real estate transaction.

During the March 23, 2016 Progress meeting, the Board reviewed these the three sale models.  The Board decided that Model #1, Sale By Owner, was beyond the skill level of the Board of Directors.  The Board decided that Model #3, Sale by Attorney, held risks and costs that were unpredictable with no guarantees of a sale.

In the final analysis, the Board decided, that in their fiducial duty, and in the best interest of the Association Model #2, a professional realtor, would be best choice to manage the sale of 87 Westbrook Way.  The professional experience of a qualified realtor processing all the details required in a real estate transaction provides an assurance that the Board meet its fiducial duty to the Association with minimal risks.

The assignment for the next week will be to identify three local, independent realty brokers to represent the sale on a reduced commission basis.  Choosing a final realty broker will be the task at the Wednesday, March 30, 2016 Progress Meeting.

Unlike the Monthly Board Business Meetings held each second Tuesday of the month, these Progress Meetings are “open forum” brainstorming-work sessions focused on the past week’s progress reports on restoration and construction activities and management of the sale of 87 Westbrook Way.  The next meeting will be held on March 30th at 6:30 PM in the Clubhouse.  Homeowners are welcome to attend.

Call to Order: The meeting was called to order at 6:30 p.m. Board members present were: Bruce Trafton, Jolene Baron, Michele Coney, Christine Donahue, Sharon Kimble, Michael Maulding, Don Pasquali, Jennifer Smith, and JoAnn Wilson. Also present was Frank Gaddini, ETA Director of Operations and Facilities.

Approval of Minutes: The Board approved the minutes of February 17, 2016.

  • Progress Report on the Repair of 10, 20, 30, 40 Brae Burn Drive. Progress on the process to ready the property at 87 WW for sale in order to fund the needed BB foundation project is proceeding as follows:
    • Deconstruction of the maintenance storage shed at 87 WW is complete All usable wall framing and roof rafters have been saved and will be used in reconstructing the relocated structure. Appraisal Procedure: The Board discussed the options for determining the minimum closed bid price for 87 WW, i.e., a free title company report, the perceived value of the property, or having a professional appraisal conducted. The Board agreed to seek a professional appraisal from Duncan & Brown Real Estate Analysts. The Board will use information from all sources to determine the appropriate minimum bid amount.
    • Whole House Inspection: The Board agreed to have a professional whole house inspection of 87 WW conducted.
    • Marketing Strategies: The Board began discussion of various options to market 87 WW. The topic will be discussed further at the Open Forum Informational Meeting to be held Tuesday, March 15, 2016.

The Patio Walls are reconstructed and waiting for second coat of paint.
The west elevation of the Garage Wall and Gable Ends is in the final stage.

We have started restoration of the Grounds and environs along the west elevation to a natural landscape and cultivated environment.

Relocation of Maintenance Storage Shed

We have identified the footprint of the MSS and integrated Patio Wall on the west side of the Overflow Parking Lot (OPL)
All usable structural members (wall framework, roof gables, electrical fixtures/systems, and hardware) have been saved and are ready for reuse and reassembly at the OPL relocation site.
Contractor will set a foundation, erect the walls, roof substrate, and finished roof.

February 2016 Facility Report

February 2016 was a record-setting twenty-nine days for the second consecutive year in a row!  Remember last year? It was a record-setter.  Last year the month of February 2015 was in fact extraordinarily dry and warm unlike a normal Pacific northwestern winter.

Well, February 2016 was a record-setter too.  Unlike the warm dry weather of 2015, this was a month of markedly opposite temperatures and moisture.  In fact, February 2016 was extraordinarily wet and cool like the traditional Pacific northwest winters we are accustomed to.  It was also a record-setter for the number of jobs we performed.  We recorded and completed one-hundred-thirty-seven (137) jobs.

Roof maintenance consumed a significant amount of our attention in February 2016.  In our continuing maintenance goal to clean and treat each roof and gutter in our community, we serviced sixty-six (66) roofs this month, cleaning off all debris, clearing all the gutters, and applying hydro zinc sulfate to retard the growth of moss on these roofs.  We have now completed all ninety-one (91) of our facilities’ roofs.  We also replaced four (4) overhead garage doors, and we completed the replacement of a new patio wall. 

One of the most important job of the month was the installation of 100 feet of new groundwater drain line, a new lift pump, and new control panel to manage the drainage of roof and groundwater of building 1, 5, 9, 11 Westbrook Way.  Another achievement during the month of February 2016 was the falling of three trees along the Brae Burn corridor.  Coupled with this job was the grinding away of eighteen tree stumps that remained unaddressed from prior years’ of tree abatement.

Amid all these jobs, our contract workers continued with grounds clean up projects, groundwater management projects, and replanting lawns, shrubs, and trees.

The only way to describe February 2016 in one word is, Whew!


TREASURER'S REPORT

This February's mild winter allowed us a jump-start into many seasonal and yearly projects. We made payments for seasonal leaf cleanup, roof cleaning with an application of moss inhibitor and tree pruning. Additional, expenditures began for this year's round of major restorations. We issued payments for patio wall & home siding replacements, replacement of the clubhouse office glass sliding door, glass side light next to the front door and the full length window in the kitchen with safety glass that is now consistent with current building codes as well as replacement of four more garage doors.  Also payments were issued for the completion of a whole building sump pump that drains the perimeter of the building and downspouts of units 1-11 Westbrook Way.  Included in this repair was the redirection of the ground water into the parking lot catch basin at the end of the driveway adjoining the building.
