Fellow Homeowners,

This newsletter reflects events through the first three weeks of February to accommodate our Hearing on the Relocation of the Maintenance Storage Shed held on Tuesday night, February 16th.  Our Business Meeting was scheduled to follow after the Hearing on Wednesday night, February 17, 2916. 

Our most important restoration project of 2016 is the repair of foundation 10, 20, 30, 40 Brae Burn Drive. It is the only foundation that has manifested settling and cracks amid the ninety units at Edgewood Townehouses. The repair will be funded by the sale of 87 Westbrook Way, a property owned by the Association. Detaching and relocating the attached Maintenance Storage Shed was the first matter to resolve in preparing 87 Westbrook Way for sale. That matter has now been settled, and the Maintenance Storage Shed will be relocated to the Overflow Parking Lot. Much of the testimony heard at the Hearing on the Relocation of the Maintenance Storage Shed was to site the Shed on the east side of the Overflow Parking Lot instead of the west side. The east side obscures much of the view by local homeowners.

The next matter the Board grappled with was the process to sell the property. The two competing processes were: 1) sell the property through a reality agent, or 2) sell the property under “For Sale by Owner.” The Board decided to follow the second option and sell the property as, For Sale by Owner.  Our attorney, and a yet to be disclosed title company, will process the sale on our behalf. Concurrently, the Board will be reviewing and evaluating options to market and advertise the property.

In the meantime, we have begun the process to detach the Maintenance Storage Shed, and restore 87 Westbrook Way’s patio walls and the west elevation garage walls. We have temporarily moved the contents of the Maintenance Storage Shed into the garage of 87 Westbrook Way. The property is a single level floor plan. The interior space of the premises has been gently used and left immaculately clean and sanitary.  

We are looking forward to tentatively having the property ready for market by April 1st. With this goal, the Board has schedule a Special Meeting on the Progress of Restoration and Procedures in the Sale of 87 Westbrook Way.



BOARD OF DIRECTORS BUSINESS MEETING

February 17, 2016

Call to Order: The meeting was called to order at 6:30 p.m. Board members present were: Bruce Trafton, Michele Coney, Christine Donahue, Sharon Kimble, Michael Maulding, Don Pasquali, and JoAnn Wilson. Jolene Baron and Jennifer Smith were excused. Also present was Frank Gaddini, ETA Director of Operations and Facilities.

Approval of Minutes: The Board approved the minutes of January 12, 2016.

Old Business:

  • ADA Clubhouse Accessibility Update: Pending.
  • 87 WW Way: Following homeowner input and upon advice of our attorney, the Board approved selling 87 WW by means of a “sale by owner” transaction, wherein the attorney will accept and hold sealed bids, instead of engaging a professional realtor. Details of the process will be discussed at an upcoming special meeting of the Board.

New Business:

  • Waivers: 167 WW: Parking of Nissan van in Overflow Parking Lot was conditionally approved for 3 months. 39 WW: Continued use of a space in Guest Parking to May 1, 2016, was denied.
  • Relocation of Tool/Equipment Shed to Overflow Parking Lot: The Board approved moving the shed to the Overflow Lot. The shed is being deconstructed in its present location. Within the next 3-4 weeks, the shed will be reconstructed and tools/equipment will be moved to the new site. Consistent with homeowner input, the shed will be placed on the east side of the Overflow Lot and will be fenced with wood.

ETA Hearing: Relocating the Storage Shed to the Overflow Parking Lot

A hearing was held in the Clubhouse on February 16, 2016, to give ETA homeowners the opportunity to comment on the proposed relocation of the storage shed to the Overflow Parking Lot.

Board Members attending were Bruce Trafton, Jolene Baron, Christine Donahue, Sharon Kimble, Don Pasquali, and JoAnn Wilson. Also present was Frank Gaddini, ETA Director of Operations and Facilities. Six homeowners attended.

ETA President Bruce Trafton opened the hearing at 6:30 PM, reviewing the proposed changes as posted for the required 30-day period. He read an email received from one homeowner; no other written comments were submitted. Facilities Director Frank Gaddini reported the sentiment of co-terminus neighbors to the Overflow Parking Lot. Those neighbors agreed that placing the storage shed on the east, not west, side of the lot minimized its visual impact.

Five homeowners testified about various aspects of relocating the shed. Comments offered related to the shed’s appearance (size, materials, placement on the lot), the dumpsters, and the fencing material. Homeowners were unanimous in wanting to maximize both function and form.

The hearing was adjourned at 6:49 PM.


In Memoriam

ETA extends condolences to families of residents who passed away in January:

Chuck Adams ( _ ) was born in Racine, WI in 1924. During World War II he served as a radio operator in the Navy. Chuck earned a BA in Economics at USC and a Masters from Syracuse University. He worked in the aerospace industry and was part of a team that developed the moon rover.

Edward Dunker, husband of Liz Dunker ( _ ) died on January 6 at age 79 after a long illness. He was born in Baltimore, MD. He retired from the U.S. Air Force after 30 years of service with the rank of Major.

Jon Joseph, husband of Margo ( _ ) was born in Seattle in 1931. After high school, Jon served as an Air Force pilot in Europe and the Middle East. He earned degrees in Business Administration and Law from University of Oregon and practiced family law and was a Municipal Court Judge in Lane County.


Operations and Facility Maintenance
Review of the Month of January 2016

One would expect a time of quiet and tranquility in January.  But, at Edgewood Townehouses, January 2016 was not a very quiet month.   Although we concluded most of our leaf blowing management program this month, we continued to hear the roar of power equipment, trucks, and workers through the end of a very busy month. 

Roof and gutter cleaning, overhead garage door projects, one patio restoration project and groundwater management projects proceeded ahead.  By the 31st of the month, we cleaned roofs, gutters, and applied moss deterrent to one-third of our homes. 

We completed seventy-six (76) discrete jobs during January 2016.  Our most notable work accomplishments this month included four (4) new overhead garage door replacements.  To date, we have completed fifty-five (55) overhead door replacements with nine (9) more scheduled this fiscal year.  By year’s end, we will have replaced sixty-four (64) overhead garage doors. 

Another notable job was the removal, disposal, and replacement of the north patio wall at 160 Westbrook Way.  The month also saw a number of grounds cleanup projects.

As we move into February 2016, we will be completing the next two phases of our annual roof and gutter cleaning projects for the homes along the Westbrook Way corridor.  The roof and gutter cleaning project is replete with complexity.  The project always results in debris falling into the patio areas.  I ask for your patience and understanding during these projects. 

During the month, we also began preparing for the relocation of the Maintenance Storage Shed to the Overflow Parking Lot.

We are off to a great start of restoration and repair projects scheduled for this year.  I look forward to planning, organizing, and deploying our major maintenance and repair projects over the next eleven months.

Parking Rules Edgewood Townehouse Association

1. All vehicles must be parked in designated parking spaces.

2. Residents are responsible for insuring that their guests park in designated spaces

3. Waiver for Special Circumstances. Homeowners may request waiver of the Parking Policy in the event of exceptional or extraneous circumstances. Waiver Forms are available by contacting the Board, the Director of Facilities and Operations, or on-line at www.edgewoodhoa.org/.  The Board will review each case and render a final decision.

Treasurer’s Report

January’s receipts from dues were 31% higher than expected as 9 of our Homeowners have paid either the entire year’s dues or several months of dues in advance.  This is very helpful as many of the yearly restoration projects are under taken in the early months of the year. January’s expenditures were limited mainly to our routine monthly costs and the ongoing improvement to our rainwater abatement systems. 

On the subject of dues payments, we again thank those homeowners who make sure their checks are into ETA by the first of each month or within a few days of the first. Before the checks are deposited there are many steps to be taken to ensure proper recording of each homeowners’ payment as well as the acceptance by the bank of the checks.

Banks and credit unions are becoming very picky about proper dates and the readability of the written amount on the checks they will accept for deposit. Having a few days between receipt of your check and when our bookkeeper records the payments gives us time to contact any homeowners that may need to correct or replace their check.  So if it’s possible, please try to have your checks into ETA as close to the first of the month as possible.


January 2016 Quarterly Meeting

After welcoming comments by the Board’s President, Bruce Trafton, the First Quarterly Meeting of 2016 opened up to comments from the floor.  Over the course of the evening about eighteen residents attended the meeting.  Some of the ideas, suggestions, and comments that were expressed are generalized below.

  • A homeowner suggested that ideas and comments brought to the floor by homeowners be published in the FYI.
  • A resident commented on her appreciation of the signage at the entrance of Westbrook Way.
  • The coordinator of the Telephone Committee announced the need for a volunteer to be part of the Telephone Committee.  She also complimented the groundwater management work that was performed along her building.
  • One homeowner noted that there are many new Board members and asked if these new Board members would introduce themselves.
  • A resident suggested that a chain link fence in the Overflow Parking Lot was inconsistent with the design at Edgewood, and proposed a “patio wall look” as more pleasing and would compliment the existing look at Edgewood. Many homeowners agreed.
  • One homeowner commented that our Association is recognized as “one of the best.”  She also offered a suggestion to organize volunteer work parties.
  • A resident commented on Sunset Hills and a large pile of limbs, leaves, dirt, and other grounds debris piled into a large area that could present a myriad of hazards.  She also noted that the crematorium is often operating into the evening, and flames can sometimes be observed from the chimney, which may be a violation of their operating permit.
  • Our Facility Director reported on the progress of the groundwater management work occurring at building 1, 5, 9, 11 Westbrook Way.  Because of new environmental regulations, the City of Eugene will not permit a new groundwater drain line to discharge directly into Brae Burn Creek.  An alternate plan to direct this groundwater to the existing storm water collection basin in the Driveway was acceptable to the City.  We are currently pursuing this solution.
