MESSAGE FROM THE BOARD   To Preserve, Restore, and Maintain

Fellow Homeowners,

It is a New Year, and exciting prospects are before us.  Continued upgrades and restorations to our infrastructure, facilities, and grounds is our community’s and Board’s top agenda item.  Although over the past five years, we have made great strides into advancing our maintenance and restoration activities, there is always more to do.  We all agree that the most important project will be the repair of the foundation of building 10, 20, 30, 40 Brae Burn, which is the only building in our Association that has manifested multiple cracks in its foundation over time.  The planned repairs will completely correct and stabilize the foundation.  The Board reviewed options to fund the project and decided that proceeds from the sale of 87 Westbrook Way best served the interest of the Association.

In preparation of the sale of 87 Westbrook Way, the attached Maintenance Storage Shed will need to be relocated.  The Board considered several options, and unanimously identified the most reasonable and practical location was the Overflow Parking Lot.  In accordance with the Covenants, Conditions, and Restrictions (CCR) Article V, the Board has proposed an architectural change to locate a new Maintenance Storage Shed in a corner of the Overflow Parking Lot.

On Tuesday night, January 16th in the Clubhouse, the Board will hold an Open Hearing to listen to homeowners’ comments and gather written comments regarding the proposal.  After the Hearing, the Board will take action on the matter at their next regularly Board Business Meeting.

Details of the proposed relocation of Maintenance Storage Shed and its footprint in the Overflow Parking Lot have been posted at the USPS mailboxes over the next few weeks. 

In regard to the sale of 87 Westbrook Way, the Board will be moving forward only after the professional advice of our legal advisor and professional real estate appraisers.  The property is attractive and has many interested parties.  It is imperative that the transaction be managed and conducted in a manner that is fair to all those interested, that enhances the financial interest of the Association, and that is managed in accordance with all laws, ethics, and common practices of the real estate profession.

BOARD OF DIRECTORS BUSINESS MEETING     
To Preserve, Restore and Maintain

Call to Order:  The meeting was called to order on Tuesday, January 12, 2016 at 6:30 p.m. Board members present were: Bruce Trafton, Jolene Baron, Michele Coney, Christine Donahue, Michael Maulding, Don Pasquali, Jennifer Smith, and JoAnn Wilson. Also present was Frank Gaddini, ETA Director of Operations and Facilities.

Board Membership Changes: President Trafton read a letter of resignation from Board member Linda Johnson who retired after seven years of service. Sharon Kimble was appointed to serve the remainder of the vacant seat’s term.

Election of Board Officers: The Board elected the following officers for FY 2016: President, Bruce Trafton; Vice President, Christine Donahue; Treasurer, Michele Coney; Secretary, JoAnn Wilson.

Approval of Minutes: The Board amended and approved the minutes of December 8, 2015, to include Michele Coney as present.

  2. Rule Review: The Board finalized the Satellite Dish Policy. It will be published in the next FYI and posted on the ETA website. The Board reviewed the Parking Rules.
  3. Review of Clubhouse Coordinator Duties: Finalized

New Business:

  1. Waivers: 27 WW: Single $50 deposit for recurring luncheon in the Clubhouse on the 3rd Tuesday of each month was approved.
  2. FY 2016 Goals: Board Members selected three goals. (1) Restoration of foundations at 10, 20, 30, 40 BB. (2) Develop evacuation and disaster guidelines, to include fire prevention awareness. (3) Complete ETA Rule Revision.

DECEMBER’S FACILITY REPORT

Looking back over the month of December at Edgewood, it was cold, dark, and damp.  It was a typically wet month.  In December, temperatures dipped below freezing for a period of days. 

Groundwater management also drew a considerable amount of our attention, but the rainy weather delayed our attempt to perform repairs.

We have two ensuing project currently.  The first is the correction of roof and perimeter drainage for building 1, 5, 9, and 11 Westbrook Way.  Formerly this drainage was directed to an underground drainage pool on our Willamette Street parkway.  After forty-five years this system is now in need of replacement.

Under new groundwater management codes, we will be replacing this old system with a new eco-friendly system, redirecting it to the creek, but through a natural filters before discharging it into the Brae Burn Creek.

Our other groundwater project is at Building 149, 151, 153, 155, 157, and 159, where we will be installing a system similar to the one described above.

Over the course of the month of December, we recorded forty-nine (49) maintenance jobs.  During Fiscal Year 2015, we completed one-thousand-ninety-nine (1,099) discrete maintenance and facility improvement jobs.


WEBSITE REPORT
During the period December 5 to January 6, 2016, our website, www.edgewoodhoa.org had 49 visitors who looked at 89 pages.

TREASURER’S REPORT
We come to the end of another successful year here at ETA. Many scheduled and a few unscheduled restorations projects were completed in 2015.  Cash flow ended the year on a positive note with less expenses than bills in the months of November and December. This starts on the path to replenishing our capital reserves.

We look forward to all of our Homeowners at the next Quarterly Meeting on January 26.
