MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

Summer season is quickly drawing to an end, and the past few months have been a whirlwind of activity.  There are two important facility improvements to bring to your attention to during the month of September.  One facility improvement regards the repaving of Driveway 7 (addresses 139 through 185 Westbrook Way).  The other matter regards the replacement of the old wooden fence along Braeburn Drive stretching along Driveway 9 (addresses 118 through 198 Braeburn)

Our first project in September will be the replacement of the old wooden fence along Braeburn Drive on Wednesday, September 18, 2013. Our second project in September will be the repaving of Driveway 7.  It is scheduled for Friday, September 20th through Wednesday, September 25, 2013. 

Another matter of importance regards the upcoming Fiscal Year 2014 home owner dues.  The Board assigned a budget committee, comprised of three homeowners and our Facility Director, the task to review and recommend a budget.  The Budget Committee met for four meetings and afterwards reported their recommendations to the Board at the August Business Meeting.  The Board reviewed the recommendation, and after making adjustments adopted the majority of recommendations proposed by the Budget Committee.  During the Business Meeting, the Board approved a 4% increase in monthly home owner dues which amounts to $11 per month.  Dues for FY 2014, starting on January 1st, will be $286 per month.  The Board also approved drawing $__ from Reserve Fund in FY 2014 to repair the foundation at building 148 Breaburn.  A copy of the Approved FY 2014 Budget is attached.

Call to Order: The meeting was called to order at 6:30 p.m. Board members present were:  Bruce Trafton, Toni Horodysky, Russ Fryburg, Jolene Baron, Linda Johnson,  Sandee Jones, Suzi Wojcik.  Doug Cone is excused. Also present was Frank Gaddini, ETA Director of Facilities and Operations.

Approval and Acceptance of July 2013 Minutes:  The Minutes of the meeting were approved.

Old Business

Buyer and Sellers Packet - To be discussed at future meeting

CD at Oregon Community Credit Union  - The board agreed to have the  Edgewood Townhouse Certificate of Deposit  to be rolled over for one year with the interest to go into the Money Market reserve fund.

CC & R Review -  Board reviewed the attorney's suggestions for language to Article IV in the Covenant for Maintenance Assessments, Article VII of the CC & R's,  Article XI of the Bylaws and Article IX of the CC& R's. 

New Business

2014 Budget Discussion -  Board reviewed a proposed draft, discussed changes and approved the 2014 budget of $___ which includes an $__ a month increase in dues and a $__ a month rental increase for 87 Westbrook Way.

Next board business meeting will be September 10th, 2013 starting at 6:30 p.m. at the clubhouse.

Our website, www.edgewoodhoa.org had 45 visitors who looked at 74 pages during the period July 9 to August 12.  


Treasurer Report

ETA budgeted $__ thousand dollars for Capital Outlay in 2013, amounting to approximately one-third of our total expenses. As of July 31, we spent nearly $__ thousand in just four categories: painting, sidewalks and railings, garage doors, and siding replacement. In addition, we spent nearly $__ thousand out of our Reserve account for stabilizing the Clubhouse foundation.

We are within range in the various categories for Operating Expenses, with the exception of EWEB since we did not increase the budgeted amount to take into account their rate increase. Our many irrigation breaks this year have also increased our water consumption.

Facilities and Operations Report

July of 2013 was an extraordinarily busy month in the management of the facilities.  During the month we recorded one-hundred-seventeen (117) discreet maintenance jobs.  The lion’s share of our work involved irrigation repair.  Tree roots had exerted great pressure on two different sections of our irrigation causing pipe to separate.  We easily repaired these two projects.  Later in the month, we saw one of our irrigation zone valves along Westbrook Way fail, and we replaced this valve.  Along Braeburn Drive, we completely removed nearly 200 square feet of shrubbery in order to repair another broken irrigation line.  At that site, we re-engineer the entire area and re-set new irrigation lines, valves, and sprinklers.  When we finished, we restored the area with new lawn.  During the month, we also completely repainted two patio areas.

As these projects ensued, our routine and regular maintenance marched on throughout the community’s grounds.  We cleared, cleaned, and deeply pruned areas along the North Bank Creek Walkway and the Brea Burn/Brookside corridors.  Pressure washing concrete walkways and curbs was also a highlight of July.  We were able to complete pressure washing the entire length of the North Bank Walkway as well as curbing in along the Westbrook Way roadway and Driveway 3 and 4.  Re-grading and re-seeding a number of lawn areas were also projects that we undertook this July.
