MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

The Board has been busy this past month reviewing language in our Covenants, Conditions, and Restrictions, what we commonly refer to as the CCRs, and our By-Laws.  Together, these documents, govern our legal and financial relationships.  In last month’s FYI, I addressed the process that we have been pursuing to address this matter.  Since that time, four of our Board members and our Facility and Operations Director attended an HOA Workshop that discussed this matter, as well as other legal and business matters that face homeowner associations.  It was a very productive session for us, and we learned a great deal.

To review, the Board’s goal to simply update outdated, obsolete, and irrelevant language in the CC&Rs – not extensive or widespread changesAnd, absolutely no updates will be enacted without homeowner review first.  Updates will be processed in accordance with the CC&Rs.

Some Articles have become outdated and require updating to reflect current laws and practices.  The matter requires a process that will span the next eight or nine months before any action can occur.  The following tasks are part of the plan that we will ensue. The Board intends to 1) identify those items requiring updating, 2) suggest updated language, 3) have all suggested items reviewed by the Association’s lawyers, and 4) submit the updates to all Association members for review.  5) Next, the process proceeds to the membership.

Updating the CCRs requires approval of seventy-five percent (75%) of the Association’s membership.  The Board plans to have the updated Articles, in a written format, for review and consideration by the membership in early September.  These updates will be the main discussion for the October 2013 Annual Meeting.  Afterwards, in accordance with the CCRs: Article VII – General Provisions, a Document requiring each homeowners signature (75 %) to decide the matter will be circulated, perhaps in November or December, and any (all) approved Articles will then be officially recorded with Lane County Records before becoming effective.

Another topic I would like to address is a business matter.  Many homeowners often engage in remodeling and updating the inside of their townhomes.  If an update impacts the exterior of your townhouse, like new windows, new sliding doors, skylights, or a new heat pump you will need to have those projects approved by the Board in advance of your project.  Our Association has building specifications and contracts for contractors to follow when replacing or installing any item to the exterior of your townhome.  Our specifications and contracts are designed to protect yours and the Association’s interest.  If you are planning a project, call Frank Gaddini, our Facility Director at ( ) for details on how to process and complete a successful remodel or improvement to your townhome.

Preserve - Restore - Maintain

Call to Order:  The meeting was called to order at 6:30 p.m.
Board members present were: Bruce Trafton, Toni Horodysky, Russ Fryburg, Jolene Baron, Linda Johnson, Doug Cone, Suzi Wojcik and Jennifer Smith.  Sandee Jones was excused.  Also present was Frank Gaddini, ETA Director of Facilities and Operation.

Approval and Acceptance of April Minutes:  The Minutes of the meeting were approved.

The board went into Executive Session from 6:35 p.m. - 7:00 p.m.

Standing Reports

Grounds Committee:  Jerry Wojcik retired as chair - No report submitted.  As part of the general description for the Director of Facilities and Operations Position, Frank Gaddini is charged with preserving the facilities and grounds.  An official grounds committee will be formed for major changes.

    Treasurer Report

    The end of April marks one-third of our fiscal year. We are on track with our spending, having gone over budget in only one capital improvement category: replacement of a long section of sidewalk and railing along the Brae Burn portion of the creek.

    All of us are doing really well regarding payment of dues on time. ETA thanks you for that.

When making your regular shopping trip, pick up some gallons of bottled water and find a good area in your home to store it in. Add a few more bottles from every shopping trip and remember to rotate your stock!

    Facilities and Operations Report

    April at Edgewood Townehouses can only be described as dry, dryer, and driest.  April is usually the month when rain drizzles down soaking everything everywhere outdoors.  These soft rains melt away the hard cover of seeds that traditionally burst into life during the late Spring.  But, this April was unusual.  The historical average of rainfall in April is officially about twenty (20) inches.  This year, however, our total rainfall for the month was less than seven (7) inches prompting us to activate our irrigation systems one month earlier than our traditional schedule.

    Lack of rainfall did not slow down our maintenance, though.  We recorded and completed fifty-four (54) jobs in April.  The lion’s share of our work occurred along our Brae Burn corridor with two (2) more overhead garage door replacements, as well as the removal of five (5) hazardous trees.  We also replaced the old and failing photo controllers that activate and deactivate our outdoor lighting with new photo controllers.   We completed another patio repaint job and installed over forty (40) feet of new groundwater management piping. 

    Oddly, our lawns were growing at an astounding fast pace.  We attribute this to the high humidity levels during the month – high humidity but little rain.  The lawns were growing so fast that we implemented our lawn maintenance contractor two weeks earlier than planned.  And, although April began looking rather shaggy around the edges, the month of April ended-up looking more like our normal clean and tidy appearance, with the extra boost of colorful blooms and blossoms springing-up from the countless rhododendrons and azaleas.  Perhaps we will be able to look forward to next month and the new saying, “May’s showers will bring May’s flowers.”
