MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

This month I would like to share a few thoughts with you regarding our Association.

First, the Board has been reviewing the CCRs over the past few months with the focus on updating certain sections of the Articles.  Some Articles have become outdated and require updating to reflect current laws and practices.  The matter requires a process that will span the next eight or nine months before any action can occur.  The following tasks are part of the plan that will ensue.  The Board intends to 1) identify those items requiring updating, 2) suggest updated language, 3) have all suggested items reviewed by the Association's lawyers and 4) submit the updates to all Association members for review.  Next, the process proceeds to the membership.

Updating the CCRs requires approval of seventy-five percent (75%) of the Association's membership.  The Board plans to have the updated Articles, in a written format, for review and consideration by the membership in early September.  These updates will be the main discussion for the October 2013 Annual Meeting.  Afterwards, in accordance with the CCRs: Article VII - General Provisions, each household will sign the document if they agree to the changes. This will probably take place in November or December, and any approved Articles will then be officially recorded with Lane County Records before becoming effective.

The second thought I would like to share with you is about our landscaping.  The weather has been changing, and sunny days, long hours of daylight, rain, and warming temperatures are reawakening the trees, shrubs, and grasses.  Pollens are abounding! April is a transition time for our landscape maintenance program as Spring steps forward.  Our lawn landscape contractor annually begins work the first month of May, but with the extraordinary growth, we will start our lawn landscape contractor two weeks earlier, beginning the third week of April instead of waiting until May.  During autumn and winter, and sometimes through the early spring, when lawns grow very slowly, we rely on our (temp agency) college students to mow among many other maintenance tasks.

My last thought to share with you is one of sorrow.  It is with great sadness we announce that Doris Wysong, a long-time and once very active member of our Association recently passed away.  Our thoughts, sympathies, and condolences go out to Bill Wysong and the Wysong family during this time.  Doris will be missed.

Call to Order: The meeting was called to order at 6:30 p.m.
Board members present were: Bruce Trafton, Jolene Baron, Sandee Jones, Linda Johnson, Russ Fryburg, Toni Horodysky and Jennifer Smith.   Doug Cone and Suzi Wojcik were excused. Also present was Frank Gaddini, ETA Director of Facilities and Operations.

Old Business 

1. H.O.D. Collection Discussions and Brainstorm

Existing CCR Language - Article IV and IX  as well as Article XI in the existing By Laws were updated after comments from the board at the March meeting.  The updated versions were reviewed by the board and will be reviewed at May's meetings after tonight's changes. After these documents are completed they will be reviewed by the association's lawyer and presented to the association. 

Insurance and the current CC&R's were reviewed.

Grounds Committee Report

Marlon and Son, who has been our grounds maintenance contractor for several years, will start work at the end of April and continue until the end of August.  Meanwhile the hourly employees and the ETA Facilities Director have done the lawn mowing.

This has been a particularly dry rain season, and unless we have a large amount of measurable rain soon, the irrigation system may have to be turned on earlier than usual.

Our website, www.edgewoodhoa.org had 36 visitors who looked at 63 pages during the period March 12 to April 8.
Treasurer Report

This past month ETA filed income taxes to the IRS and the state. We paid $150 to Oregon, and none to IRS. We paid the final half of the bill for the repair of the Clubhouse foundation. Two more garage doors, at $1000 each were among our expenses.

In the month of March, we welcomed our newest neighbor, Jean Borland.  Jean is the new owner of ( ) Westbrook Way.


Announcements

Are you prepared??  Recently I attended a Community Emergency Response Team (CERT) training with the City of Eugene.  It was enlightening and eye opening.  This Tuesday, April 23rd, at the quarterly HOA meeting, I will be giving a talk and answer questions to the best of my abilities. At that time, I would also like to begin working with any volunteers who are interested in starting an ETA emergency preparedness group.  If you have questions or cannot attend, feel free to send me an email.

Facilities and Operations Report

March at Edgewood Townehouses can be described with one word – unusual.  Unusual in that the month was very dry, very warm, and very, very green.  The smell of flora growing was almost palpable along the Braeburn Creek walkway.  A carpet of green emerged everywhere along the grounds, and the cherry blossoms added the first splash of colorfulness to what had been a moody, bleak, colorless landscape.  The fauna – the blue jays and red robins – broke the winter silence adding gaiety with their songs of Spring.  Edgewood, this month, is a better place than it ever has been.

Regarding our Capital Projects, March saw the installation of two more overhead garage doors, the restoration of siding on one of single storey building’s patio walls, and the repainting of one neighbor’s two-storey patio.  Other maintenance included the replacement of seven buildings’ gutters and downspouts, weeding shrub beds, fertilizing all of the lawns, fertilizing most of our rhodys and azaleas, and collecting many of the winter’s fallen branches along the creek corridor.  One notable job was the completion of repairs to the stone masonry of the monument on the corner of Willamette Street and Braeburn.  We recorded sixty-two jobs in our maintenance log during April.

March is the name’s sake of the Roman and Greek (Ares) god of war; but in the year 2013 at Edgewood, March was a month of peace and growth. Until next month, have a peaceful Spring as we march ahead with our campaign to restore Edgewood to its park-like setting.
