MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

The Clubhouse:  An Uplifting Experience!
The foundation under our Clubhouse was repaired this month, and our common building is better than ever.  Over the years, the soils under the Clubhouse’s north side compressed as they slowly crept towards the creek and caused the foundation to crack.  Although there was never any danger of the foundation failing catastrophically, after years of seasonal uplifting in the rainy seasons and downward compacting in the dry seasons, our foundation eventually manifested crack as the north half slightly shifted downward. Some of the window frames, over time, shifted askew and were difficult to close and unable to lock, and the pool table’s balls always rolled to the north edge of the rail.   The shifting foundation also recently manifested in small water leaks where the roof and chimney meet during the heaviest rain downpours and most brutal winds.  But, Hooray, the foundation has been repaired!

The work was contracted through a local foundation repair company and two local civil engineers.  Our original engineering plan called for nine (9) helical piers to be driven down to bedrock; however, after review by the City of Eugene Planning and a review by an additional civil engineer, a tenth (10th) pier was added to the project to ensure stability along the northeast edge of the Clubhouse – the closest edge to the Brae Burn Creek. Workers excavated ten (10) dry-wells along the north half of the building and drove the helical piers fifteen feet underground until they firmly made contact with the bedrock.  Each pier is a solid four (4) inch stainless steel rod.  Next, brackets were attached to the piers and strategically placed under the foundation waiting to be fastened to the piers after hydraulic lifts lifted the north portion of the building approximately four-and-one-half (4 ½) inches up.  After four days of excavation and preparation, powerful jacks lifted the building in about thirty (30) minutes. Once the building’s level was verified by lazar beam levels, the brackets supporting the foundation were firmly affixed to the helical piers – the result – a perfectly level and stable building for decades to come!

The cost for this project was $__.  Funding for this major repair came from our Reserve Fund.   We are now able to confidently use the building for Association meetings, family parties and events, and club meetings. Call to Order: The meeting was called to order at 6:30 p.m.

Clubhouse Foundation Report:  The clubhouse foundation is now level.  Project is complete.  It was moved and seconded that the additional project cost be drawn from reserves.

Old Business

Goal Setting Review:  The board prioritized the goals it plans to work on during the 2013 calendar year.

Sign Report Review:  Frank Gaddini will re-word a sign to present to the board for the next meeting.

HOD Collection Discussion:

Existing CCR Language - The Board reviewed Article IV- Covenant for Maintenance Assessments.  This section of the document is in the process of being updated. 
Existing Bylaws - The Board reviewed Article XI – Assessments.  This section of the document is in the process of being updated.
Present Protocol - The Board reviewed present protocol regarding late HOA dues.

New Business

Workshops for Association Officer:
Frank Gaddini recently attended a conference.   There is a workshop coming to Eugene - May 4th at the Eugene Hilton.  The fee for the conference is $30.00.

Insurance Discussion and Brainstorm:  
The Board reviewed Article VII  - General Provisions in the existing CCR's.   The board also reviewed Article IX - Use Restrictions.  Both of these sections are in the process of being updated.

Grounds Committee Report

The hourly employees continue to mow the grass on a semi-monthly basis and have started to fertilize the rhododendrons, some of which are already in bloom.

Several members of the Grounds Committee, with the aid of the hourly employees, eliminated several barrels of blackberry along the creek banks.

A duck and a drake have been spotted in the creek recently.  Whether they are our annual visitors or a new pair is impossible to determine.

Treasurer Report

Our major, non-recurring expenses during February were:
1. Bonn Roofing for cleaning gutters and treating roofs for moss;
2. Richards Remodeling for replacing concrete sidewalk along Brae Burn creek and siding repair;
3. 50% downpayment to Ram-Jack for clubhouse foundation repair.

ETA Welcomes Liz Dunker at ( ) Westbrook Way. Liz and her husband Mark recently moved here from Washington D.C. Mark was a pilot for 30 yrs. and they have 6 children!


Announcements

Our ETA resident, Larry Kenton, is in a local show being produced by New Hope Christian College. It is called Tarzan: The Stage Musical with original music and lyrics by Phil Collins. Larry says this is the first stage production of this musical in the Northwest!

Tickets are $18 for adults and $15 for seniors and students. Dates for the musical are on the last two weekends in April (4/19-4/21 and 4/26-4/28). Friday and Saturday night shows start at 7 p.m., Sunday Matinees start at 3 p.m. New Hope Christian College at 2155 Bailey Hill Road, Eugene, OR 97405

Facilities and Operations Report

February 2012 was a month in transition.  The most salient observation throughout the month was the natural environment’s decay, decomposition, and disintegration.  Nature has been burying her foliage, and setting the stage for Spring’s rebirth.  The beauty of this past month was observing the natural cycle of metamorphosis from death to reincarnation.  Our Grounds may not have appeared kept, tidy, and trimmed last month as nature transforms herself, but we have managed many landscaping activities nevertheless.  Work on our facilities, however, has been unceasing throughout the month of February.

Notably, two projects dominated facility work.  First, we completed the new safety handrails along the Braeburn Creek north bank sidewalk.  The handrail was designed to reflect the original wood balusters and rails but also add features of longevity and ease of maintenance for future generations of Edgewood Townehouses to enjoy.  The second project was the long awaited re-leveling of the Clubhouse foundation.  Over years, the foundation settled along the north edge of the building, and this year the Association invested in restoring the foundation to its original level.  The north half of the building was lifted approximately four (4) inches to correct the settling.  We also completed the installation of two (2) more overhead garage doors.

Roof maintenance also consumed a significant amount of our attention in February 2013.  In our continuing maintenance goal to clean and treat each roof and gutter in our community, we serviced thirty-three (33) roofs this month, cleaning off all debris, clearing all the gutters, and applying hydro zinc sulfate to retard the growth of moss on these roofs.  We have now completed all ninety (90) of our facilities’ roofs. 

All in all, we preformed sixty-three (63) recorded maintenance jobs during February, as well as planning and preparing for the next month’s maintenance activities.
