MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

This month's Message from the Board is focused on a few house-keeping items.

Piles
Dog piles are littering our landscape.   There are piles in the lawns and piles on the sidewalks.  There are large piles and small piles.  Worst of all are the piles that are underfoot. It also means that someone else has to clean-up the piles. Ugh!  Dog piles can create bio-hazards.  Leaving a dog pile is a violation of the Eugene Municipal Code and a violation of our CCRs.  If you are a dog owner, please pickup your dog piles.  Of course, there are many neighbors and visitors who walk through our property, and if you observe their dog making a pile and the owner neglecting to pickup the pile, please take note of the owner and dog and report it to a Board member or Frank Gaddini.  We do and will take action against violators.

Home Improvements
If you plan on performing any home improvement projects, please be certain to share your plans with the Board, if those plans affect the exterior of your townhouse.  If you are upgrading your windows, adding a skylight, or installing a new heat pump, please remember that the Association has strict specification that must be followed before your project starts.  Contact any Board member or Frank with your plans before you start.

Clubhouse Foundation Repair
We will be repairing the foundation at the Clubhouse this month.  The Clubhouse will be closed to all activity beginning on Monday, February 25th. Although the Clubhouse will be closed, the Mail Box Slot for Home Owner Dues will be open.  Please continue to deposit your HODs at the Clubhouse mailbox located at the Front door.

Home Owner Dues
Home Owner Dues (HODs) are the life-blood of our Association. Our  HODs are due on the first day of the month.  Please strive to pay your HODs on time. Remember, the Clubhouse mailbox will be available and safe to drop-off your HOD payment during construction.

Parking
Parking in the Guest Parking Spaces overnight and for more than five days requires parking waiver.  Homeowners will be subject to a $25 per day fine for vehicles in violation.  The Parking Policy is posted on our website: www.edgewoodhoa.org. If you need to refresh your memory of any of our rules or policies, please refer to our website.

EDGEWOOD TOWNEHOUSE BOARD OF DIRECTORS MEETING

February 12, 2013
Preserve - Restore - Maintain

Call to Order: The meeting was called to order at 6:30 p.m.
Board members present were:  Bruce Trafton, Toni Horodysky, Suzy Wojcik, Jennifer Smith, Russ Fryburg, Linda Johnson, and Sandy Jones. Jolene Baron and Doug Cone were excused. Also present was Frank Gaddini, ETA Director of Facilities and Operations.

Approval and Acceptance of January 2013 Minutes:  The Minutes of the meeting were approved.

Standing Reports

1.  Facility Report:  Frank reported that 76 jobs were completed in January 2013. The majority of the work is accounted for in roof maintenance.  Roof cleaning, gutter cleaning, moss treatment, and various minor roof repairs accounted for the lion’s share of the work.  A written report was submitted as well. 

2.  Treasurer Report: Toni reported that only a few invoices were paid in January.  Our financial accounts were well funded during this first month of the year.   She reported that two homeowners were in arrears with their HODs.  One homeowner has paid his overdue account in full, while the other remains outstanding.  The Board has issued this homeowner a deadline to address their outstanding balance.  A written report was submitted as well. 

3.  Clubhouse Committee:  A written report was submitted

4.  Grounds:  A written report was submitted

5.  Swimming Pool:  No report

6.  Welcome Committee:  No report

7.  Website Committee: A written report was submitted

8.  Architecture Committee:  Bruce announced that a new Architecture committee has been assembled.  The next meeting of the Architecture committee will be on Wednesday, February 13.  Mike ( ), Bill ( ), and JoAnn ( ) are the new members.

Old Business - None

New Business

1.  Signage
The Board discussed Signage.  The discussion centered around signage that designating the Association’s grounds as Private Property.   The Board directed Frank to prepare a model sign including the following phrases:  No soliciting • Walk Bicycles Skateboards • International symbols • No Trespassing • No Parking Along Curbs.

The Board also discussed ideas for the Edgewood Townehouse Association sign on Westbrook Way and Willamette Street.  Frank will follow up with ideas from the Artist Wade Skinner and also seek bids from other sign companies.

2.  HOD Collection
The Board discussed collection of HODs and the dilemma of collecting late HODs. The Board recognized that changing the late fee for HODs requires a change in the CCRs.

After much discussion, the Board decided to pursue the idea of using a set percentage as a late fee cost.  The set percentage that seemed reasonable was 10% of the late dues per month.  This idea, though, would require following a process including preparation by the Board, review by our attorney, and approval of the Association membership before it can be promulgated into the CCRs.

Discussion of other two other changes to update the in the CCRs included updating the insurance language and updating the rental of townhouse language.

The Board set a timeframe to update and revise the above three items.  It plans to move forward to prepare the matters for a vote by the Association at the October 2013 Annual Meeting.  In the meantime, Board members will pursue the updates and create language to submit to our attorney for review.  Thereafter, the revisions will be presented to the Association for a vote.

3.  Clubhouse Foundation Repair
The Board moved to begin the process to start the project and submit the down-payment of $__ to RamJack to file permits for the repair of the Clubhouse foundation.  A motion to approve the down-payment was made and seconded.  After discussion, the Board voted.  All were in favor of preparing the down-payment to begin the repair of the Clubhouse Foundation.  Russ, however, abstained.

4.  Parking Waiver
171 Westbrook Way has requested a waiver to park his vehicle in the guest spacing.  The vehicle has been parked in guest parking for over two months.  The waiver was conditionally approved through February 26, 2013.

5. Announcements
Frank will be attending a workshop on Homeowner Association Governance in Lincoln City on February 22, 2013.

Grounds Committee Report

If you’ve walked the grounds lately, you’ve probably seen the signs posted in various areas urging people who walk their dogs to pick up their dog’s waste.  This was done to eliminate the recent proliferation of dog poop on our grounds.

Good weather and the availability of the contracted, hourly employees enabled us to fill five  barrels of wind fall from the Brae Burn/Brookside corner slope, with two more piles of brush and branches to be removed later, and to clean up the parking lot where the previous large dumpster, now removed, was stored.

Clubhouse Report

There seems to be a fair number of people interested in using the clubhouse in the coming months. That’s great. We hope you enjoy it. However, until you fill out a reservation form and attach a deposit check, you haven’t completed your reservation. Just putting your name on the calendar only holds your date for a few days. So, please turn in your reservation forms as soon as you put your name on the calendar. You don’t want to lose your selection.

Also, please make sure the clubhouse is clean when you leave. Your deposit holds your reservation BUT may also be used to clean the clubhouse if you don’t do a thorough job yourself. That means taking out the trash and recycling, returning tables and chairs to their storage areas, sweeping (mopping if needed) the kitchen and vacuuming the carpeted areas.

Treasurer Report

January was a quiet month for ETA expenditures. Our manager’s salary, roof treatment, and utilities were our main expenses.

Please remember that dues increased to $275 effective January 1, 2013. Your check is due on the 1st of the month, either in the slot by the front door of the Clubhouse or at PO Box 5424.

Announcements

The Architectural-Buildings Committee, which is mentioned in the CC&R's, has been reconstituted. The newly-named members are Bill Benson, Mike Metzler, and JoAnn Wilson. They will assist the ETA Board on an as-needed basis. Committee recommendations will be advisory to the Board.

Cindy Conley in ( ) would like to start up a Bridge group which would meet 1-2 times per month. If you are interested, please contact her at ( ) for more details. Cindy is also selling a portable air conditioning unit for $200 OBO.


January 2012 Facilities and Operations Report

One would expect a time of quiet and tranquility in January.  But, at Edgewood Townehouse, January 2013 was not a very quiet month.   Although we concluded our leaf blowing management program earlier this month, we continued to hear the roar of power equipment, trucks, and workers through the end of a very busy month.  Roof and gutter cleaning and sidewalk improvement projects proceed ahead.  By the 31st of the month, we cleaned roofs, gutters and applied moss deterrent to over two-thirds of our homes.  As planned, we demolished and disposed over one-thousand-four hundred (1,400) square feet of sidewalk.  We also performed and completed seventy-six (76) discrete jobs during January that included minor pruning, plumbing repairs, gable and wing-wall siding restoration, and clean-up along the banks of Brea Burn Creek. 

Our most significant Capital Improvement Project was the replacement of concrete walkway along the north side of the Brae Burn Creek, as well as two approach walkways to two of our townhomes front doors.  Our concrete walkway project was completed in January, it also included approximately 150 feet of a new safety handrail system along the Brae Burn Creek to compliment our new sidewalk.  The new safety handrail will be completed by mid February.

As we move into February 2013, we will be completing the next and last phase of our annual roof and gutter cleaning project, and we will begin the long awaited repair of our Clubhouse foundation.  We are off to a great start of restoration and repair projects scheduled for this year, and I am looking forward to keeping our momentum energized for the next eleven months.
