MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

It may seem as if the topic of the Association's Master Insurance Policy has been at the forefront of the FYI for several months, and indeed it has been!

At the beginning of the year, the Board assigned an ad hoc insurance committee the task to review the coverage provided by our insurance company. The committee included Mike Acker, Frank Gaddini, Toni Horodysky and myself through a series of eleven meetings. Three of our meetings were specifically scheduled with insurance agents and insurance adjusters to review and confirm the basic coverage provided by our Master Insurance Policy, and to review scenarios of possible damage events and insurance agency response to those possible events. All of the information garnered from these meetings was, in turn, shared with the Board at our monthly Business Meetings and with homeowners through our monthly newsletter, the FYI. The summary below reflects the findings of the Insurance Committee.

The information contained herein is specific to the Edgewood Townehouse Association (ETA). It is intended as a starting point to stimulate thoughtful planning for each ETA homeowner to meet their own insurance needs. This information is a general description of the basic policy.  There will always be more questions. Each event of property damage is unique.  It is highly recommended that you speak with your personal Unit Owner insurance agent for specifics regarding your personal circumstances. ETA's Master Insurance Policy is provided by State Farm and a copy is available for review.

SUMMARY OF ETA’s MASTER INSURANCE POLICY

ASSOCIATION COVERAGE - WHAT IS INCLUDED?
The Edgewood Townehouse Association's policy is categorized as a "Residential Community Association" policy. The policy is considered the primary or Master Policy.

The Master Policy covers replacement and restoration of all structural elements and building systems in the event of any sudden and accidental direct physical loss (natural, accidental human act, or deliberate human act) event with certain common and normal exclusions such as subsurface water, wear and tear, dry rot, mold, etc.

The Master policy covers damage of $5,000 or more. There is no coverage below $5,000.

STRUCTURAL ELEMENTS - WHAT IS INCLUDED?
Roofs, rafters, siding, interior and exterior framework, foundations, drywall, stairs, handrails, flooring, attached floor covers, decks, chimneys, gutters, downspouts, windows, doors, cabinets, counters, appliances used for refrigerating, ventilating, cooking, dishwashing, laundering, security or housekeeping.

BUILDING SYSTEMS - WHAT IS INCLUDED?
Plumbing systems:  water supply lines, hot water heaters, waste disposal lines, ventilation lines, natural gas lines.

Electrical systems:  utility panels, breakers, conductors, switches, receptacles, hardwired fixtures, hardwired appliances, early warning systems, alarms, and security controls.

The Master Policy's coverage extends to all buildings including clubhouse, pool and detached garages.

The Master Policy covers replacement costs of existing features, like-for-like quality replacement.

MEDICAL COVERAGE - WHAT IS INCLUDED?
The Master Policy only covers personal injury that occurs on common ground areas to visitors and guests.

ASSOCIATION COVERAGE EXCLUSIONS
All personal property, except as stated above under structural elements, is excluded from the Master Policy; and personal injury to residents is excluded from the master policy.

Clothes, shoes, jewelry, artwork, computers, furniture, rugs, prescriptions, medicines, food products, small appliances, family photo, and camping equipment are excluded from the Master Policy.

ETA homeowners and all of their household members are excluded from medical coverage under the Master Policy.

Relocation expenses for motels, hotels, rental units, and vehicle rentals are excluded from the Master Policy.

Day-to-day living expenses are excluded from the Master Policy.


ASSOCIATION COVERAGE DEDUCTIBLES
In cases of sudden accidental events, causing $5,000 or more structural damage, ETA pays the $5,000 deductible.

In cases where the homeowner's negligence is the cause of damage, causing $5,000 or more structural damage, ETA pays the $5,000 deductible.

If a homeowner is found negligent after a sudden or accidental event causing damage, or commits a deliberate act of damage, ETA's Insurance Provider may seek payment for damages directly from the party responsible for the damage.

RECOMMENDATIONS
Each homeowner should have a Condo Homeowners Insurance Policy for their personal property, liability, and to supplement the Master Policy for structure.

Each homeowner should have a Condo Homeowners Insurance Policy to protect themselves from legal and/or financial losses in the event that they are the cause of a sudden and accidental event that damages another homeowner's property or the Association property.

Each homeowner should have a Condo Homeowners Insurance Policy that offers them temporary shelter costs, clothing replacement costs, and day-to-day living expenses in the event of loss of their townhouse due to a sudden or accidental event.

Each homeowner should have a Condo Homeowners Insurance Policy to cover structural losses under $5,000, since ETA's Master Policy does not become activated until the $5,000 threshold is reached.


EDGEWOOD TOWNEHOUSE BOARD OF DIRECTORS MEETING
OCTOBER 9, 2012

Call to Order: The meeting was called to order at 6:30 PM on Tuesday, October 9, 2012, by Bruce Trafton.

Members present: Doug Cone, Toni Horodysky, Jennifer Smith, Linda Johnson, and Bruce Trafton

Members Excused: Susan Klein, Suzy Wojcik, Jolene Baron, and Russ Fryburg were excused

Approval and Acceptance of Minutes: The Minutes of the September 2012 were passed but amended to reflect the actual cost of the Clubhouse Walkway.

Announcements: Susan Klein submitted her written resignation from the Board.  The Board accepted her resignation and complimented her many years of honorable service.

Toni moved that Sandee Jones be appointed to serve Susan Klein’s remaining term; and Jennifer Smith seconded the motion.  The Board unanimously approved the motion.

Suzy Wojcik submitted her written resignation as Secretary, however, she will continue on the Board as a Board member.

Toni moved to elect Jolene Baron as Secretary. Jennifer Smith seconded this motion; and the Board voted unanimously to approve the motion.

Standing Reports

  • Treasurers Report: Toni reported that the homeowner who had been several months in arrears with dues has satisfied his outstanding balance, but is now again in arrears.

Old Business
Bruce reviewed a draft document that is intended for each townhouse owner regarding the Association’s Master Insurance Plan.  Bruce reviewed the document to update the Board on the status of the Association’s Master Insurance Plan review.  Later, during the month of October, the ETA Insurance Committee will be finalizing this document in conjunction with insurance professionals for accuracy before publishing it for townhouse owners.  Bruce underscored the intent of this document is to provide owners information about the Insurance Master Plan.  He also recommended that each homeowner use this information as they plan for their own personal townhouse insurance.  He recommended that each homeowner speak with their insurance professional for personal townhouse insurance.

New Business
A parking waiver request was approved for 8 Westbrook Way through November 30, 2012 to park a vehicle outside overnight in Driveway #3.  A parking waiver for 40 Brae Burn was approved to park a vehicle in Driveway #1 through November 30th.

Fiscal Year 2012 Budget Review
The Board reviewed the year-to-date income and expense report details.  Projections through the year’s end predict that the Operations Budget will most likely be over budget primarily due to the clean-up of the March 2012 Snow and Wind Storms that cost over $( )in clean-up, removal, and disposal costs.

Clubhouse Report

The clubhouse is looking good and getting a moderate amount of usage. The calendar could fill up quickly once the change of seasons reminds us that the holidays are just around the corner. Make your reservations sooner rather than later to be sure you get the date you want.

When you reserve the clubhouse for a party or gathering, please remember that there can be no “commercial” use of the facility. That means no sales of any kind – whether it’s Tupperware, arts and crafts, cookware, or garage sale items, please use your own home (or garage) and set aside the clubhouse for celebrations or educational activities.

Grounds Committee Report

After experiencing an extension of one of the driest summers on record, it was necessary to turn on the irrigation system again until the rains finally arrive. 

One of the future weather predictors has indicated that our area will be exposed to a dry, cold winter, which may explain why our squirrels are acting as if they’re on steroids, with even more brazen behavior than they usually express.

Marlon and Son, our leaf maintenance contractor, will be on the grounds in November.

Treasurer Report

As the year comes to a close our budget will be feeling the pinch of several unplanned for expenses encountered this year, primarily tree and shrub removal due to damage during the March storms, replacement of the Clubhouse walkway, scope of repairs to the building housing units 100 to 136 Westbrook, and rebuilding of the driveway behind units 35 to 87.

We have just one homeowner who is more than one month behind on dues. To the rest of you thank you for paying your dues on time  -- it makes it easy for ETA to pay OUR bills on time.

Facilities and Operations Report

September 2012 was another benchmark month for maintenance at Edgewood Townehouses.  It also marks the close of the third quarter of our Fiscal Year.  The last of our Capital Improvement Projects for the year, Asphalt resurfacing and repairs was completed.  Driveway #5 was completely resurfaced and another phase of major repair to Driveway #4 was completed.  Replacement of fatigued patio wall siding was performed on the patio wall between 39 and 43 Westbrook Way.

Our grounds maintenance significantly cooled-down as did the temperature. Deep rhododendron and shrub pruning throughout the Brea Burn corridor accounted for the majority of our grounds work.  With our Lawn Maintenance Service Contract concluded, mowing lawns slowed-down to once per month.  Blowing the hardscapes (sidewalks and driveways) also slowed-down to a once per month schedule.  Even though tree leaves began to turn shades of yellow and red, none were falling to the ground.

During the month, we tracked, recorded, and completed only seventy-nine (79) maintenance and grounds jobs.  Interestingly and unusual, we abated another yellow-jacket/wasp hive accounting for eighteen (18) very large hives this year.

The Pool closed on September 16th, although the weather remained beautiful with warm sun filled afternoons for the remainder of the month.

Adding all of our September FY 2012 job tallies to our maintenance database, brought our year-to-date total to seven-hundred-forty-nine (749) jobs so far this year – outpacing last year’s (FY 2011) tally of six-hundred-twenty-seven (627) jobs by one-hundred- twenty-two (122) jobs.  The increase reflects much of the amount of work that occurred from the unforgettable March 2012 Snow and Wind Storms.
