MESSAGE FROM THE BOARD

There have been some major changes concerning the Board and also Committee Chairs.

Because of medical issues, our Treasurer, Doug Cone has officially resigned from his position. He will retain his Board Position. Doug has served this Association over the years in a variety of offices and we thank him for his service. To replace him, the Board has elected Toni Horodysky as Treasurer.

Committee Chairs have also changed: Bruce Trafton has tuned over his chair position of the Grounds Committee to Jerry Wojcik and will serve only in a transitional capacity.

Toni Horodysky has given up her position as chair person of the Buildings Committee. This committee is comprised of Michael Landes, Doug Cone and Mike Metzler. These changes were approved by the Board. The committees will have a mission statement, and meet once a month.

You should know that these changes are made for the good of the entire Edgewood Townehouse Association.

Although we are progressing on our Capital projects and routine maintenance at the pace we predicted, our deferred maintenance needs continue to outpace our ability to pay from our total budget. As we start our planning for 2011, we can see that increasing the pace for facility restoration will require adjusting our homeowner’s dues to meet these needs.

Board of Directors Meeting Minutes
Tuesday April 13, 2010
Clubhouse

Call to Order: The meeting was called to order by Bruce Trafton at Six-Thirty (6:30) PM. Present were board members Bruce Trafton, Suzy Wojcik, Susan Klein, Linda Johnson, Russ Fryburg, Jon Joseph, Toni Horodysky, and Eaton Conant. Frank Gaddini was also present. Doug Cone was excused.

Approval of Minutes of the March 2010 Board of Directors Meeting: It was moved to approve the minutes of March 9, 2010, by Russ Fryburg and seconded by Jon Joseph. Motion passed.

State of Facilities and Operations Report: Frank Gaddini - Report enclosed in FYI. There was some discussion regarding patio areas.

Budget and Reserve Budget Report: A resignation letter from Treasurer Doug E. Cone was read by Bruce Trafton. He will remain on the board and several committees. Report of the budget was given by Bruce Trafton. There was an election for a new treasurer. Jon Joseph moved that Toni Horodysky be elected treasurer. The motion was seconded by Russ Fryburg. Toni Horodysky was unanimously elected. All residents are paid up in the association with the exception of one person. Consensus was that we should proceed with further action to collect from the one resident.

Standing Committee Reports:

Architectural/Building Committee -- Toni Horodysky submitted a written report. She resigned from the committee due to her election as treasurer. Russ Fryburg made a motion and Jon Joseph seconded, to give Toni Horodysky an azalea as a thank you gift for all the work she has done on the Architectural/Building committee. Motion passed. Mike Metzler and Mike Landis are on the Architectural/Building committee as well as Doug Cone. They will meet to determine the new chair.

Budget Committee -- The budget (executive) committee will meet on April 22, 2010 with Tish Larsen.

Clubhouse Committee -- Report included in FYI

Grounds Committee -- Bruce Trafton resigned from the Grounds Committee as chair and the committee recommended Jerry Wojcik to replace him. Consensus by the board was that Jerry Wojcik chair that committee. Bruce Trafton will advise the committee.

Swimming Pool Committee -- The pool rules will be in the April and May issues of the FYI. Signature forms for residents will be in those issues too.

Welcome Committee -- The committee is active and has established welcome baskets for new residents.

ETA Website -- Toni Horodysky will continue with the website efforts.

Old Business:

Reserve Study Update -- Frank Gaddini is proceeding at a good pace with the study. There was some discussion on the way to proceed for the future. The board is following general practices for homeowners associations.

Reserve Fund Investment Strategies -- no report.

Association Audit Pursuit -- An audit would cost approximately $5000 to be done and is not appropriate at this time.

Homeowners’ letter -- Closure was given to this item.

Updating Rules -- ETA association maintains that pet rules are to be compliant with the city of Eugene. Consensus of the board was that Pet owners are required to comply also with the municipal codes, county, and association rules. All dogs must be leashed. Dog owners are required to clean up after their pets. The association will fine the homeowner $25.00 for violating the pet rules after two warnings.

Parking rules -- Parking was tabled until the next meeting.

New Business:

The box number listed in the Home Owners Handbook is incorrect and should be amended to show the correct address. It should be changed to PO Box 5424 from PO Box 5425.

ETA slogan contest -- Frank Gaddini asked the board to consider a $50.00 gift certificate for a slogan for our property. It was the consensus of the board that we not use a slogan, therefore there will not be a contest.

The sign is inadequate on Willamette and Brae Burn and needs to be removed and replaced. The board consensus was that the present sign should be removed and a cost projection is needed for that.

PROPOSED Parking Policy

1. All vehicles must be parked in designated parking spaces.

2. Residents are responsible for insuring that their guests park in designated spaces

3. Vehicles parked on the premises for more than five (5) days shall display a guest parking permit.

4. Over Flow Parking Lot Rules

a) Residents may park their vehicles and recreational vehicles on a short-term basis, and on a first-come, first-served basis.
b) Commercial vehicles are not to be parked in the Overflow Parking Lot.

5. Violators of the ETA Parking Policy will be processed in accordance under the Oregon Revised Statues and the Eugene Municipal Code

GROUNDS COMMITTEE REPORT APRIL 2010

The ornamental cherry trees along Brae Burn were in blossom upon until a week or so ago, and, according to some of our residents and visitors, in the fullest bloom they’ve ever seen them.

The committee met on April 2 to select a company to mow and edge lawns, blow sidewalks, driveways, and maintain weed-free beds, among other duties stated in the contract, on the Westbrook Way and the Brae Burn and Brookside Dr. corridors.

Six bids were submitted, and the Marlon and Son Company was selected, using a rating system of five criteria, by which each company was rated on a scale from 1 to 5. It is the same company which did the work last summer season. This year, it will make 20 site visits, on Thursday of each week, starting on April 8 and ending August 31, and will be on site from 9:00 a.m. to 5:00 p.m. On April 8, Bruce Trafton, Frank Gaddini, and Jerry Wojcik met with Marlon Lopez, of Marlon and Son, for a walk-around and the signing of the contract by both parties.

Sperry Tree Care, our pruners, were on site on the 26th. Their work included cutting back several hedges which had grown at least a foot over the sidewalk near 161 WW on Brookside Dr.

Future projects include preparing weed-free strips along the sidewalks on Brae Burn and Brookside Drive that do not already have a ground cover or a layer of bark. The strip will be a swath approximately five-feet wide and be covered with bark, once the area is de-weeded. Five cubic yards of bark have been purchased for that project and other areas in need of bark to suppress weed growth. Also, a series of plantings in various places in the Association.

The Grounds Committee will also examine its mission statement for up-dating and revision if necessary.

At the April 2 meeting, Jerry Wojcik accepted the position of GC Chair. The Board must O.K. the transfer of Chairmanship. Bruce Trafton, former Chair, will be a member of the committee in an advisorial capacity, as needed.

This was another very quiet month as far as building projects.

• Replaced one pedestrian door to garage.
• Homeowner rebuilt patio foundation and ETA built new patio walls at 50 BB.
• Approved several requests for installation of new windows.

Edgewoodhoa.org had 122 visitors who looked at 190 total pages during the time period March 5 to April 11.


Facilities and Operations Report

The month of March arrived with warmer than expected weather and the first blooms on some of the rhododendrons, magnolias, and heather ground cover. The cycle of renewal is also evident as we move towards our Seasonal Maintenance and Capital Renovation Projects. In March we repaired and/or replaced six sets of gutters and downspouts and replaced two additional garage passageway doors.

Another project was addressed to repair a damaged concrete patio retaining wall. This project ensued because the home owner planted trees adjacent to the foundation and retaining walls of their patio. After years of growth, the trees’ root systems expanded, placing extreme pressure on the concrete wall, and fracturing the wall in three critical areas. The trees and other plantings also grew into the interior face of the wood portion of the patio walls, exacerbating wetrot/dryrot in some of the wood structural framework of the wall and portions of the wood siding. With the foundation fractured, the wood patio walls compromised, the site was deemed unsafe and actions to replace the damaged structure were undertaken.

Because the damage to the concrete wall was the result of the homeowner’s placement and neglectful cultivation of the trees, the homeowner was held responsible for the cost of removal, disposal, and replacement of the concrete foundation and retaining wall. This cost the homeowner nearly $ ( ). The interior wood portion of the walls (the homeowner’s side of the patio wall) also sustained damage because of the trees and plantings. The interior walls escalated damage to the wood structural framework which in turn impacted the exterior side of the wall (the portion facing our common areas). Replacement of the wood patio walls cost nearly $ ( ) for labor and materials, and this portion of cost was borne by the Association because some of the damage was simple weathering and wear-and-tear comparable to the damage that has occurred to the exterior siding on many of our 40 year old townhomes.

I bring this incident to your attention, because there are many patios with very mature trees, shrubs, and plants that when planted were very small, but now have exceeded the space that they occupy. These trees and plantings cause damage that is costly to both homeowners and the Association. If you have plantings and trees that have outgrown their space, please contact me. We can work together to determine responsibility and plan strategies for tree, shrub, and/or other planting removal, and/or pruning before extensive damage occurs. I can be contacted at ( ).


A Word from Your Clubhouse Committee

Do you have a family gathering coming up? Thinking about using the clubhouse? Please do -- it’s there for your enjoyment. But hurry over there and reserve your date as soon as you can. The calendar fills up quickly.

The process is pretty simple but we hope to make it even better in the near future. Go to the bulletin board just inside the clubhouse door. Check the calendar and if your date is free, write you name, unit number and times on the calendar. Then pick up the reservation materials just to the left of the calendar. Complete the form, attach a deposit check, put it all in an envelope and stick it in the mail slot.

After your event, if the clubhouse is clean and nothing is broken, you get your deposit back (or, at your request, we’ll just shred it).
