MESSAGE FROM THE BOARD

At our last meeting of the Board, 9 March 2010, we began the process of updating our RULES. Rules are important because they help in avoiding conflict and protect property. Some actually do both. Some of our basic concepts in rule making are:

1. All rules should be enacted sparingly.
2. Never enact a rule to control one individual.
3. Only create rules that are necessary.
4. Discontinue rules that have outlived their usefulness or were not well conceived to begin with.

As the Board moves forward on updating our rules, our community will have the opportunity to comment on any updates of rules before adoption. The opportunity to comment will be at the next Quarterly Meeting on April 27, 2010 at 7 PM. We look forward to hearing your comments, and concerns.

As we move through the course of our Fiscal Year with our plans for maintenance, it is clear that we have reached a point where maintenance needs are on the rise. The Board is committed to ensuring the longevity of our facility and the improvements to our investments. As the maintenance needs increase, the Board is planning and preparing to meet those needs pro-actively and reasonably. Our plan is to move more vigorously in addressing our facility restoration projects during the next Fiscal Year.

Board of Directors Meeting Agenda
Tuesday, March 9, 2010 Clubhouse

Call to Order at Six-Thirty (6:30) PM: The meeting was called to order by Bruce Trafton at Six-Thirty (6:30) PM. Present were board members Bruce Trafton, Russ Fryburg, Eaton Conant, Doug Cone, Linda Johnson, Toni Horodysky, Jon Joseph, and Suzy Wojcik. Frank Gaddini and Dave Compton also were present. Susan Klein was excused.

Announcements: New owner at 136 Westbrook Way.

Approval of Minutes of the February 2010 Board of Directors Meeting: The minutes of February 9th were approved as corrected. Corrections included (Announcements) Ellen Ching and Marge McDaniel also attended the memorial mass for Gloria Peters along with Toni Horodysky. (Architectural/Building Committee) Toni Horodysky reported that a broken water line at #1 WW was repaired. (Welcome Committee) Toni Horodysky turned the paperwork over to our new Welcome Committee Chair, Fran Gaddini. Motion to pass the minutes was moved by Jon Joseph and seconded by Toni Horodysky .

State of Operations and Facilities Maintenance Report: Report enclosed in FYI.

Budget and Reserve Budget Report: Doug Cone stated that all is pretty quiet since we are not doing much outside yet. We have one homeowner in arrears.

Standing Committee Reports:

Architectural Committee -- Report included in FYI. Discussion included trees and large shrubs in the patio areas and that they need to be pruned away from the side walls and siding. Two doors were replaced.

Website -- Report in FYI.

Budget Committee -- Doug Cone submitted the copies of the balance sheet. The P&L’s were also presented. Information included in FYI.

Clubhouse Committee --There has been a lot of use of the clubhouse recently. It was suggested that the chair of the clubhouse could get a committee together to go over the rules.

Grounds Committee -- Report included in FYI. Bruce Trafton reported that the giant white fawn lilies were in bloom.

Swimming Pool Committee -- Bev Behrman would be willing to get a committee together to handle the rules for the swimming pool. There was consensus that she should proceed.

Welcome Committee -- Fran Gaddini gave out welcome baskets for some of the new homeowners. She has also gotten help from Lee Benton-Williams on delivering the baskets.

Old Business:

Reserve Study Update -- Toni Horodysky and Frank Gaddini finalized the presentation they wish to make, and they will follow up with the copies of previous reports. They included worksheets for 2008 and 2009. Toni Horodysky will add a report to the FYI and make copies for the booklets in the clubhouse.

Reserve Fund Investment Strategies -- Bruce Trafton visited a bank that would be willing to meet with us regarding the liquid reserve funds. Discussion followed regarding bringing this to the committee.

Association Audit Pursuit -- The P&L statements were submitted to a company for a non-profit audit at the busiest time of the year for an auditor, so it is pending.

Promulgation of Rules Review Committee --The board will attempt to review the rules. Bruce Trafton stated that rules should be enacted sparingly and updated. Bruce presented some comments from the Regeneris Report..

New Business:
Home owners’ letter
-- Bruce Trafton read a letter from a homeowner regarding a possible hot tub roof problem. The complaint involved a statement that the owner of the hot tub failed to comply with the building plans that were approved by the board. Bruce Trafton responded by writing a letter asking for a written detailed statement of what resolution the complainant would like to see. The response from the complainant stated that the “best resolution to the matter of the hot tub would be to require the owners to remove the present covering which was not submitted for architectural committee approval, and return to the original covering, which had received approval, or submit a third design for approval to replace what is now in place.” Some discussion proceeded by the board. Bruce Trafton will make an appointment for the board to view the property.

Updating Rules -- Pets - The first rule to be reviewed will be regarding pets – The rules on pets state that all pets are not allowed to run loose. There was much discussion about the county rules as apposed to the ETA rules. There will be further discussion regarding pet rules.

Parking -- Suzy Wojcik passed out a survey that was done regarding parking in the guest spots. There was not enough time to review the parking rules, so that will be on the agenda for the next board meeting.

Next Board Meeting Time and Place: April 13, 2010, starting at 6:30 PM at the clubhouse

Adjournment: Jon Joseph moved that we adjourn the meeting. Russ Fryburg seconded the motion. Motion passed. The board meeting was adjourned at 8:20 PM.

Grounds Committee Report

Along the creek some of the Giant White Fawn Lilies are in full bloom, the Trillium is “almost”, and the Camas plants are waiting. There are more wild flowers along the creek bank than any of us can remember.

Our pruning contract has started with Sperry Tree Care and their last visit was in late February. They pruned along Brookside drive and will be back on the 26th of this month. The grounds committee would remind you that all visits will rotate back and forth between Westbrook Way and Brae Burn Drive.

On another issue, EWEB has been especially kind to us in a couple of instances. They have installed a new Gate Valve for our use at the corner of Brookside and Brae Burn. This allows us to control our water for irrigation at one of our five “Backflow devices”. If this sounds technical, the point is, it was at no cost to the Townehouse Association. In another instance, they (EWEB) moved a set of water meters with new water lines out of the roots of one of the Red Oaks on Willamette Street out to the curb. Again no cost to us. In both instances, they installed new, modern covers.

The Grounds Committee will meet 9 March 2010 to decide which one, of the four levels of Landscape Maintenance we need for Part 3. Lawns, Weeding Shrub Beds and Fertilizing. Specs will go out for bids soon and the Grounds Committee will meet, open the bids at one time, and choose the best contractor. The contract is set to start April 1, 2010.

Although enticing this time of the year, The Grounds Committee wants to remind everyone that Article 9, Section 8. States:
“All Common Ares are to be maintained by the Association and no changes in landscaping, removal or trimming of trees, lawns or shrubs will be permitted without written authorization from the Architectural Committee.”

Building Committee Report, March 2010

This was another very quiet month as far as building projects.
• Roof moss removal and gutter cleaning continued
• Outlets and light switches in the Clubhouse replaced
• Replaced 2 pedestrian doors to garage
• EWEB moved the water meters for 1 WW and 5 WW a little further away from the street tree whose roots had impacted the meters and pipes

Operations and Facility Maintenance Report

The month of February continues to be one of revenue building and project planning. Revenue building is very important and critical for our Association. During the first quarter of our Fiscal Year, our liquidity of available revenue is very limited. However, as we proceed through the year, our revenue earnings increase with each month’s Home Owners’ Dues deposit to a point where we can pay for our larger ticket services and supplies. Our first major project, sidewalk replacement $( ) , is now close to deployment and should be underway by the end of March. Our second major project, asphalt resurfacing $( ) will likely occur in late May to early June, as we replenish our revenue stream. Our other capital projects will follow through the summer as our revenue matches our planned expenditures

Maintenance activities in February were limited to roof and gutter cleaning and treatment as well as upgrades to the electric receptacles and light switches in the Clubhouse. Planning for our Annual Landscape Maintenance Service Contract was also under development through the latter part of the month.


Reserve Study Update

During the summer of 2008, Dan Huntley of WSSC, A Division of Western States Subdivision Consulting, prepared a Reserve Study for Edgewood Townehouse Association. He visited our site and requested many documents in order to evaluate the condition of our capital assets including major items such as roofs, siding, and sidewalks, as well as lesser items such as clubhouse appliances and carpet.

The final document, kept in a binder in the clubhouse, ran over 100 pages. It laid out guidelines for maintaining our complex for the next 30 years and focused our attention on the need to budget for future big-ticket items.

We recently completed an annual update of the Reserve Study to account for recent capital improvements, as required by the state of Oregon.

As of May 31, 2008, Mr. Huntley estimated ETA had spent approx $( ) on capital projects such as roof replacement, creek stabilization, siding repair, etc. On that date we had $( ) in our reserves plus had a special assessment of $( ) outstanding. Because of the change in managers in mid-summer we spent only $( ) on capital improvements in 2008. Unspent moneys were carried over.

In 2009 we again had a change of management in mid-summer. Because of scheduling conflicts we were unable to have asphalt and concrete work completed, but instead spent $( ) on painting and siding replacement for a grand total of $( ) spent on capital projects for the year.

We ended 2009 with $( ) in reserve for our insurance deductible and nearly $( ) in capital reserves, a figure that is still below the amount recommended.

ETA Neighbors Make News!

Register Guard, Feb 27, 2010: After 28 years at St. Mary’s Episcopal Church in Eugene, the Rev. Theodore “Ted” Berktold ( ) was honored at a retirement program and informal reception. Revered Ted graduated from Episcopal Divinity School in Cambridge, Mass., in 1971, and earned a master’s degree at Union Theological Seminary in New York City in 1972, the same year he was ordained to the priesthood. During the past three decades as rector, he led the church -- established in 1859 -- out of a deep financial crisis and enlarged the congregation. Berktold has served the denomination at every level, from tiny mission churches to thriving parishes. He also has served in numerous capacities at the diocesan level. He is married to the former Penny Harvala.

Register Guard, Mar 7, 2010: Orchestrator and conductor Larry Kenton ( ) was part of a team that won an Oscar for best original score for the film “Up.” Kenton worked on piece of music for a scene in “Up” titled “Married Life,” which also won a Grammy Award earlier this year for Best Composition. He also was on lead composer Giacchino’s team when it was nominated for, but did not win, an Oscar for the score in the 2007 film “Ratatouille.”
