Board message:
Summer is behind us. Onwards to autumn!

Frank closed the pool this week, one of those signs of the end of summer. Thanks go out to Pool Committee co-chairs Nancy Callaghan and Bev Behrman; to Nancy Callaghan and Mchael Landes for the donation of a patio umbrella for the pool area; to Pat and Larry Hilliard for the donation of a number of colorful potted plants for the pool deck; Wayne and Frank for their summer of pool monitoring; and a number of volunteers who helped get us through the early summer when Wayne was not available to do the necessary chemical checks. Count the days: 250 until opening the pool on Memorial Day weekend in 2009.

September 30 is fast approaching -- the deadline for receipt of the special assessment for siding and painting that was approved last spring. As of this writing, about half of us have paid.

The Board continues to work on the 2009 budget, factoring in the progress currently being made on siding and painting. Additional work will be needed to get us back to acceptable standards throughout our community. That includes patio areas which were not given as high a priority this summer as the siding on the walls of our homes.

Other capital projects being considered for next year include asphalt maintenance, our creekside walkways and adjacent railings, clubhouse foundation repair, and replacement of additional failing garage doors. These expenses will be up for vote by the membership as they would require an increased assessment.

There are still outstanding work orders that have not yet been attended to because the large projects have not left time in Frank's 20 hours. He will be contacting you in the near future to discuss your request. Thanks for your patience and understanding as we continue to adjust to change and the volume of work.

The Board will be accomplishing its tasks without Larry Hilliard, who resigned effective this month. The community thanks Larry for his conscientious service and insights into the organizational framework. We thought we had a replacement, but it didn't work out. That leaves an immediate opening on the Board.

The Annual Meeting will be coming up in October. Again, we would like to encourage those interested in serving on the Board during this critical time to get in touch as soon as possible. You may contact the chair of our Nominating Committee, Clara Nistler.

In order to honor those who have served in the military in a variety of capacities, the editor would like to publish a list of neighbors to salute for Veterans' Day. Arrivals and Departures:
Long term resident June Christensen will soon be leaving us to move closer to her children in Bend. June has served in a number of volunteer capacities while here, including Neighborhood Watch block captain. June's ever-smiling face and serenity will be missed by all of her neighbors.

See a few new four-footed critters on the walkways? Toni Horodysky has added a spunky Pomeranian named Diva, while Helen Liguori has given a home to a retired greyhound named Cotton. Arrivals and Departures will be featured regularly as news of our present and former neighbors becomes known. Please notify the FYI editor as you become aware of news of note.

EDGEWOOD TOWNEHOUSE ASSOCIATION
Meeting of the Board of Directors
September 9, 2008

The meeting was called to order at 7 p.m. by President Nick Musgrave. Those present included Board Members Nick Musgrave, Russ Fryburg, Michael Landes, Gloria Gehrman, Bev Behrman, Toni Horodysky and Gwen Acker. Doug Cone was excused. Also in attendance were Nancy Callaghan, Jana Logan, Clara Nistler and Frank Bocci.

Members Forum: Clara Nistler requested information on why the Board had voted to rescind the decision of the 2007 Board to require homeowners to have responsibility for replacement of front doors and garage doors.

Toni Horodysky advised that she has been in contact with owners of the cemetery next door as she became concerned regarding the piles of dirt which have been deposited on their property. The dirt is to do some leveling on their property. Drainage to our property will not be affected as they are installing an 8 inch drain along the property line. They welcome input regarding the color of the crematorium/office. She had an artist's conception of the new chapel which will be built at the NE corner of the present building. She suggests either a light or dark brown or dark green, to harmonize with the view from our property. The owners are willing to meet with some of our residents regarding the color.

Minutes of the August 12, 2008 meeting were approved as previously published in the FYI upon motion of Russ Fryburg and second by Bev Behrman as there were no objections.

Treasurer's Report was presented in written form. See copy attached.

Manager's Report: Frank Bocci presented a written report. Please see attached. A lengthy discussion was held regarding prioritizing the work order requests of homeowners. Frank has been and will be contacting homeowners regarding those work orders.

Motion was made by Toni Horodysky and seconded by Bev Behrman to appoint Jana Logan to replace Larry Hilliard on the Board. Larry has resigned effective September 8, 2008. The motion was carried by unanimous voice vote

Motion was made by Russ Fryburg and seconded by Toni Horodysky to appoint Clara Nistler as Nominating Committee Chairman. The motion carried by unanimous voice vote.

Committee Reports:

Insurance Committee: Clara Nistler reported that presentations could be made by Pacific Life Insurance Company and State Farm Insurance Company at a special meeting at a time to be determined by the Board. The representative of Pacific Life requests at least a week's notice. It was suggested that Farmer's Insurance be contacted as well. Discussion followed, directed to the point that the Board wishes to be certain that apples are being compared to apples. Clara will receive possible scenarios from Nick Musgrave to present to the companies to ask how they would be handled by that company. The request was made that she also determine the financial ratings of the companies, i.e. the rating given by Moody's or Standard and Poors, etc.

Grounds Committee: Bruce Trafton was not present. Bruce, Toni Horodysky and Bev Behrman have consulted on the grounds situation.

Building Committee: Toni Horodysky presented a written report. See copy attached.

Clubhouse and Pool Committee: Michael Landes reported for Nancy Callaghan. She would like to know who is responsible for purchasing paper towels and toilet paper for the clubhouse. Nancy wishes to revisit the possibility of a fee for using the clubhouse. The Board is urged to consider this in the future. This will be addressed at a later date.

As reported by Frank, the pool has been winterized and closed for the season.

Unfinished Business:

Gloria Gehrman reported that she will soon have in her hands the final corrected version of the Reserve Study. She proposes making a summary available to all homeowners with a full report available in the clubhouse. Discussion was held regarding how proposals from the study could be included in the proposed budget for 2009.

Information regarding the collection of monies due from the homeowner who is severely in arrears was presented by Gwen Acker.

New Business:

Nick Musgrave's request that Frank be given a credit card with a [ ] limit to enable him to buy supplies as needed, i.e., paint, lumber, etc. was approved. Nick will determine the best way to accomplish this.

Information for homeowners regarding what pets should be allowed in the community will be published in the FYI, with discussion to be held at the October general meeting.

Building Committee Report, September 2008
Toni Horodysky, chair

Informed Ed and Rita Schaaf about Board decision of August 12, rescinding turning over responsibility for garage doors to homeowners. Asked them to submit a note along with a copy of their bill for replacing their garage door.
Steve Jensen, homeowner at [ ] Brae Burn called to get status of his request for permission to install a door to lower patio similar in construction and location to that found at [ ]. Her door is faced with T1-11 siding and blends into the wall.
Units such as [ ] Brae Burn do not have good egress from their lower level. In case of fire or other emergency, an exit door from patio area will provide greater safety and convenience for the homeowners. ETA has set a precedent for door style and location at other units. Their contractor was planning start the following week, so on August 22, I gave permission to Jensen to go ahead with the work which was scheduled to begin approximately August 26. In fact the contractor postponed the project.
This request was not posted in the Clubhouse for 30 days, because they had already experienced along delay and we had already set a precedent with several units.

Bev Behrman, [ ] Brae Burn, called to ask opinion about satellite dish. I told her that 2 units in the building 71-87 WW have dishes in their patios and just the tops are visible from their neighbors. I can see one of these dishes from my upstairs front window. On Westbrook Way, probably most dishes can see the southern sky from patios. Bev was told that because of the trees on Brae Burn, the only place the dish could be located on her building was on the corner of her garage. This would be visible from the path along the creek.

The Board needs to decide whether we to set a precedent for satellite dishes which will be visible.

Mike Landes and I met with Curt Cummings of Western Asphalt Maintenance to look at our 107,000 square feet of paving. Mr. Cummings suggested that we could get by for 4-5 years by having a seal coating put on our pavement next year. This would involve cleaning, sealing cracks with hot latex sealant [ ] , applying one eighth inch thick seal coat [ ] , restriping [ ] . The Reserve Study recommended Overlay on about one third of our pavement next year. This is a 1.5 inch thick asphalt layer and costs 10 times as much as seal coat ($1.50 vs. $0.15 sq ft.)

Mr. Cummings recommended we have pavement swept this fall to remove moss. I will be getting an estimate for sweeping tomorrow. Our casual inspection showed very little moss, but tree seedlings growing in a crack behind #8 WW.

We’ve been coordinating with Frank Bocci by notifying homeowners of impending siding replacement and painting on their units. One homeowner criticized our decision to replace siding on a unit whose owner is in arrears on monthly dues. I’d like to point out that ETA homeowners collectively own the exterior of our units, and if there is dry rot, water infiltration or mold, it is still our collective responsibility.

Frank's Report
09/09/08

Painting has started.

Dry rot repairs are well under way. Some difficulty in assigning priority due to numerous homeowner requests not included in Building Committee designation of dry rot replacement, and determination of priorities among projects.

Approximately [ ] of the allocated [ ] has been spent for dry rot/painting repairs. Accounting attached.

The pool is closed, the solar heater drained, closed off and disconnected. The gas heater has been turned off. The furniture has been put away for the winter.

Attached is a catalog of homeowner/committee/individual requests, not including the majority of those received via e-mail. The committee heads and board need to collaborate to determine the priority of the projects. As it is, given the number, combined with items requiring immediate attention, combined with ongoing projects, it's pretty chaotic right now. Work request sheets attached.

Chuck Bowman reports that on Monday, September 8, 2008, two of the three TruGreen workers left for one hour and forty-five minutes, with all the tools, leaving behind the sole worker. I myself on at least two occasions have followed the TruGreen truck back from about 29 and Willamette to Edgewood, and I've seen it down on 29th and Willamette on another occassion.
