MESSAGE FROM THE BOARD July 2015

We are well into the middle of our fiscal year and the Board has been busy reviewing the many rules that guide and manage our Association.  These are the rules that are posted on our website edgewoodhoa.org.  These rules are not our Covenants, Conditions, and Restrictions (CCR). The CCR is a very durable document that requires a super majority of all homeowners to change or amend.  Rules, on the other hand, are revisable, rescindable, or can be implemented to manage a current issue or need through Board action. 

As one of our goals for the year, we agreed to perform this rule review to ensure that our rules are accurate, relevant, and current.  Over the decades, and through several different Boards, rules were made, rules were changed, and rules were rescinded.  The rule records are like the kitchen drawer that collects all the odds and ends of uncategorized stuff that you are not exactly sure what to do with.  Save this or toss that.  Well, this Board has decided to undertake the task of house cleaning and organize our rule records syphoning out those that are irrelevant, inaccurate, and outdated.

The process to reorganize the rules is laborious, yet the current Board is blessed with several volunteers who are well detail oriented, and find this work fun, exciting, and oddly satisfying.  Currently, and over the past three Business Meetings, we have performed a cursory survey of all the existing rules, and are now reviewing, in-depth, each individual rule.  To date, we have completed the review of three of the eleven rules that guide our association clarifying ambiguities, correcting language, and systematically assessing the continued need for such a rule in today’s world.

The rules we recently methodically reviewed were: Roadways and Walkway Rules, Porch and Deck Rules, and Grounds Policy.  We have not finalized anything yet, but we have had fruitful discussions on these matters.  Our goal is to publish accurate information and post this information on our website.  Nevertheless, we still have much more to accomplish before finalizing matters.

EDGEWOOD TOWNHOUSE BOARD OF DIRECTORS BUSINESS MEETING
Preserve – Restore – Maintain
July 14, 2015

Call to Order: The meeting was called to order at 6:30 p.m. Board members present were: Bruce Trafton, Jolene Baron, Michele Coney, Brian Entwistle, Linda Johnson, Michael Maulding, Don Pasquali, Jennifer Smith, and JoAnn Wilson. Also present was Frank Gaddini, ETA Director of Operations and Facilities.

Approval of Minutes: The Board approved and accepted the minutes of June 9, 2015.
Standing Reports:

Old Business:

  • ADA Review for Clubhouse Accessibility: Information from the architect on developing a “master” plan to bring the Clubhouse into ADA compliance will be available for Board review at the next business meeting.
  • Rule Review: The Board reviewed in detail three of the rules posted on the ETA website, focusing on appropriate amendments and updates. The revised rules will be posted once the changes are finalized.

New Business:

  • Waiver: 43 WW request to remove the existing air conditioner, covering the exterior “hole” with T1-11 siding, was approved. Exterior repair is the responsibility of the Association; interior repair is the responsibility of the homeowner(s).
  • Review of Management Responsibilities: The Board discussed its management responsibilities for Edgewood Townehouse Association.
  • Discussion of Home Businesses within the Association
  • Discussion of Emergency Evacuation: The Board discussed leaving open the gate at Westbrook Way and Brookside during fire season. The existing gate has failed. The ETA Director of Operations and Facilities will investigate repair/replacement options for the next Board business meeting. The Board approved leaving the gate open for emergency evacuations by west-bound traffic only for the next 30 days.
  • Invasive Species Control: The Board discussed the various methods to control invasive species. Homeowner concerns about the existing limited use of the herbicide Roundup were reviewed. The ETA Director of Operations and Facilities will prepare an ETA “Environmental Impact Study” for the Board’s review at its next business meeting.

  • The next Quarterly Open-Forum Meeting: Tuesday, July 28, 2015, at 7:00 PM in the Clubhouse.
  • The next Board of Directors Business Meeting: Tuesday, August 11, 2015, at 6:30 PM in the Clubhouse.

TREASURER’S REPORT
June closes with nearly identical in flows and out flows to May. Many scheduled capital improvements projects were completed and there were a few unexpected capital projects that required our immediate attention. The good news in these unplanned capital improvements are that they are now behind us. Thanks to our prompt & responsible homeowners, our monthly cash flow, augmented with our yearly capital reserve funding, has allowed us to keep pace with the summer time capital improvement schedules. You can expect to see the months of July and August to be very similar to May and June.

WELCOMING COMMITTEE REPORT
Sharon Kimble and Tom King moved from Donald Street in Eugene, to ___ on June 18th. In just over a month's time they have created a cozy and beautiful home. They originally moved to Eugene in 1999, from North Carolina, where one of Tom's sons still lives. Say "hi" to them when you see them at the pool with their nieces and nephews. They are enjoying their new home and appreciate how friendly everyone is.

POOL REPORT    July 2015
At this date 60 home owners have signed the “Pool Rules” agreement and 273 people have signed-in to use the pool.

Congratulations to Gulcan "G" Cil who was awarded a PhD in Economics by the University of Oregon on June 15. "G" and her husband, Eren, who is Assistant Professor of Decision Sciences at U of O, live at ___ .


INTRODUCING – SOMEONE YOU MAY KNOW

Larry came to live in the ETA home of his mother, Doris Kottwitz who passed away in 2007. Larry inherited his mother’s home here but you probably know him as Larry Kenton, which is his stage name. While in college he auditioned to be member of a band, The Gregg Smith Singers of New York and moved from California to New York in 1969 to become a professional singer/actor. Larry sang in stage shows, summer-stock in NY State until 1975. His career led him to sing with Doc Severinsen, and he appeared with Doc on the Johnny Carson show. His appearances have been at the Copacabana in New York, the Sahara Hotel in Los Vegas, Harrah's in both Reno and Lake Tahoe, and being part of the groups such as The Johnny Mann Singers, Ray Charles Singers, and with  back-up groups for Perry Como, Dinah Shore, Frank Sinatra, as well as appearing in movies with Burt Reynolds, Don DeLuise, Connie Stevens, Dolly Parton and touring with Florence Henderson for four years. Being a member of the above singing groups has taken him into many countries in South America and Canada. His musical skills  enabled him to write and orchestrate music for movies such as ‘Up’, ‘Ratatouille’, ‘Star Trek’ and ‘Day After Tomorrow’ and last November Larry was the conductor of the orchestra for ‘Les Miserables’ in Cottage Grove. He has written music for a long standing live musical ‘Noah’ which is presented with many live animals at the two ‘Sight and Sound Theatres’ in Lancaster, PA and Branson, Mo.  Larry has a son, Jay (two granddaughters) and a daughter Alyssa.  Larry says he enjoys living in our ETA community along with all of the varied skilful, talented, able and rich personalities living here in our welcoming community. We will introduce them to you in future editions of FYI.

THINGS TO KNOW, LEARN, AND REMEMBER IN JULY:

JULY TOWNHALL MEETING
Tuesday, July 28, 2015 is our third Quarterly Meeting of the year.  Our Quarterly Meetings are “Open Forum” where any homeowner wishing to expound and share their thoughts is respectfully given the floor and time to do so.

YELLOW JACKET ACTIVITY
Yellow jacket is the common name in North America for predatory wasps.  They can be identified by their distinctive yellow and black markings. Yellow jackets are social hunters living in colonies containing workers, queens, and males (drones).  The colonies are often in holes that are under the ground or hollowed out logs.

All yellow jackets are capable of stinging.  Yellow Jackets have lance-like stingers with small barbs, and typically sting repeatedly, though occasionally a stinger becomes lodged and pulls free of the wasp's body; the venom like most bees and wasp venoms, is primarily only dangerous to humans. It is presumed that with the unusually mild winter earlier this year many colonies survived.  Please be alert as you walk around the grounds. If you observe colonies of yellow jackets contact Frank or Bruce and notify them of the location.

POOL CODE SECURITY
To ensure safety and security, please keep the Pool Door Code confidential and only within the circle of your family.  Trespassers accessing the Pool will be prosecuted under all applicable state and municipal laws.  Please do not breach our Pool safety and security and give the Pool Door Code to persons non-affiliated with Edgewood Townehouse owners.


June 2015 Facilities and Operations Report

June was a beautiful month in our lovely community. The weather had been usually dry with abundant sunshine and several days of ninety (90) degree weather. June 2015 was also a very productive month for facility and grounds maintenance recording one-hundred-twenty-three (123) jobs at Edgewood Townehouses.  As we draw closure to the first half of our year, we completed and recorded five-hundred-and-seventy (570) jobs from January through the end June 2015.

Much of the work was performed by our contracted labor force that includes three upper division college

Phil, Alex, and Mario.  Mele, our Pool water tester is a nursing student pursuing her RN Degree.  There was also a significant amount of volunteerism at weeding and clearing shrub bed areas.  Brian Entwistle has organized a group of homeowners who love to dabble on gardening matters.  Many accolades to Brian, et al, for their volunteerism.

Although it is summer, this may also be a good time for you to think about servicing your heat systems.  We are only about 120 days away from the middle of Autumn and the return of bone chilling days and nights.  If you use natural gas in your townhouse, now is a perfect time to check all of the valves and electronic ignition features of you furnace or fireplace.  Call a qualified service company or Northwest Natural for an inspection – you’ll feel warmer and you’ll be safe.  If you have an electric heat pump, check your filters and change them before the cold returns.

And last, if you are a Pool user, please, please, please remember to take a cleansing shower or rinse before entering the Pool.  This is so important.  With the popularity of the Pool and heavy use, it is important to practice healthy methods to ensure safe and sanitary pool water.  Follow all of the Pool Rules – those that are State Law, and those that reflect our traditions and courtesy to other neighbors.
