MESSAGE FROM THE BOARD
To Preserve, Restore, and Maintain

A few months ago, you probably remember me discussing the topic of volunteerism at Edgewood Townehouses.  We have many current residents who have already volunteered their time serving on the Board or on Committees. And, I know I speak for everyone when I say, “we all appreciate the service and stewardship of these neighbors.  I especially thank Sara Mitchell who managed the production of our FYI Newsletter.  Sara has recently moved on, and we are now seeking an association member who is interested in taking leadership over our monthly newsletter production.  Toni Horodysky has managed the newsletter management for the past five months, and her service has been greatly appreciated too; but Toni has other commitments and will be unable to perform this management after this edition.  So, we urgently need an association member to step-up and take leadership over producing our monthly newsletter.

What’s involved in terms of skill and commitment…?  Well… first, skills to perform this task require the use of Microsoft Word, which is included in the MS Office Program.  The Newsletter editor just “copies and pastes” articles that are submitted by Committee members, Board members, and management member.  Another valued skill is the ability to review the articles and ensure that grammar, syntax, spelling, and punctuation are correct. 

The commitment needed for this position requires a sincere interest in learning a quick, easy, and simple computer program, if you don’t already use that software for your home use.  Commitment also requires about one hour of time-management per month to produce the finished product – and viola…! The newsletter is done!

If community service – through volunteerism – is satisfying and makes you feel happy, then this position is for you.  Consider serving as the Newsletter Editor for a period of time.  I would appreciate it, and I know all of your neighbors will appreciate it too!  Call me if you have any interest at all.

Insurance questionnaire correction

After the July FYI was published, our insurance agent corrected the information he previously provided. Homeowners do NOT have Medical Coverage anywhere on common property under ETA’s State Farm policy. The policy only covers guests on common property.

August 14, 2012

Preserve – Restore & Maintain

Call to Order: Bruce Trafton called the meeting to order at 6:30 PM.
Board members present were Bruce Trafton, Toni Horodysky, Linda Johnson, Jolene Baron, and Suzy Wojcik. Excused were Russ Fryburg, Jennifer Smith, Doug Cone, and Susan Klein. 
Also present was Frank Gaddini, ETA Director of Facilities and Operations. 

Approval and Acceptance of Minutes:  A call was given to approve and accept the minutes of the July 10, 2012, meeting, as published in the FYI newsletter.  Motion passed.

Treasurers Report:  Toni reported that one homeowner is again late on their dues.  July expenditures were higher than expected both for building and grounds expenses. 

State of Facility Report:  A written report was submitted.   Frank detailed his report for the board.  One hundred forty-one maintenance jobs were accomplished.  An unexpected and unplanned project was the clubhouse wooden walkway.  This also was completed.

Standing Reports

  1. Budget Report: The budget committee met for 3½ hours to discuss and review items on the budget for the 2013-2014 year.  No action taken by the board.
  2. Clubhouse Committee:  No report.
  3. Grounds: Written report was submitted.
  4. Swimming Pool: Written report was submitted.
  5. Welcome Committee: No report.
  6. Website Committee: Report to be submitted.
  7. Emergency preparedness: No report.

Old Business
Insurance policies – The association has a new master insurance policy.  A letter was received by the board from one of ETA homeowners, and discussed.  The quiz that was given in the FYI stated that there was medical coverage from the Association policy, but that only applies to guests of the residents while on common property.  Each individual’s homeowner policy should provide medical coverage for accidents to guests inside their own unit.
Signage - No action taken.
Informational signage – No action taken.
Clubhouse walkway – Lights will be completed on the walkway soon.

New Business
Waiver request – ETA homeowners at 106 Brae Burn requested parking through September 30, 2012.  Request for waiver was approved.
Additional ETA medical insurance – Medical coverage for the Association policy is at $__ and it was proposed that it should be $__.  This would cost $__ a year.  Suzy moved to pay the extra $__ for double the coverage.  Jolene seconded.  Motion passed.
CD renewal – An ETA CD needs to be renewed by the 19th of August.  The rates were __ % for 18 months, or one year at __%.  Jolene moved that we open a twelve-month CD for the $__, plus interest accrued for one year.  Linda seconded.  Motion passed. 
Use of reserve funds for siding repair – There was some discussion on what we have spent from reserve funds and what is needed in repairs on some of the siding and fencing.
No action taken.

Announcements – 
FYI – The FYI will no longer be printed and distributed throughout the association since Toni is resigning as substitute editor.  August will be Toni’s last issue.  If a volunteer comes forward, it may be continued, or, the association could hire someone to do it.

Clubhouse Report

Have you noticed the new entryway to the clubhouse? There is all new decking and a wider walkway which makes it much easier and safer to get to the front door. New lighting will help when it’s dark earlier in the evening.

Summer usage of the clubhouse has been slow so there are lots of dates available for that family reunion or party. The clubhouse is looking good, too, with clean carpet and new flooring in the bathrooms and now the new decking. Come and enjoy the improvements.


Grounds Committee Report

The irrigation system, after broken pipe and sprinklers were repaired or replaced, is almost up to full function.

Debris and dead or unwanted plants were removed from areas between the creek’s north sidewalk and Brae Burn.  The south bank of Westbrook Way toward Brookside Dr. was also cleared of undesirable plants and weeds.

Pool Report

Why do we ask you to sign in at the pool?
  Because we keep track of the amount of people who have used the pool in order to justify keeping it open.  If we don’t have sufficient use of the pool, there might be suggestions that we shut it down.  So, please indicate your name and the amount of people in your party, other than yourself, on the sheet.  (e.g. Behrman + 3)
Other than on the eve of July 9th, when teenagers used the pool after hours and signed in as such, there have been no shenanigans. 

Since opening on June 14th, 468 people have used the pool. 
Thank you for continuing to enforce the rules and leaving the pool in the pristine shape you have found it.  (with the rope back across it)

Treasurer Report, August 2012

July was a busy month at ETA with many landscape and building projects completed and this was reflected in our expenditures for the month. Particularly noteworthy were our payments to Employers Overload, the temp agency we use for hiring the college students who worked diligently to clean out the coves along the BraeBurn side of the creek and our “pool girl” who tests the pool water twice each day (according to state law) and keeps the pool, restrooms, and clubhouse clean.

July 2012 Facilities and Operations Report

July of 2012 was an extraordinarily busy month in the management of the facilities.  During the month we recorded one-hundred-forty-one (141) discreet maintenance jobs.  The most notable job was the replacement of the Clubhouse Wooden Walkway (CWW).  Although the CWW has served the association well for over forty years, signs of fatigue and general wear and tear began to manifest on all features of the structural elements that raised safety concerns.   During the July Board of Directors Business meeting, a decision to fund complete replacement of the CWW, which spans over a landscape feature that collects and discharges mostly rainwater into the Brea Burn Creek and serves as the main walkway leading into the Clubhouse.  Funding this unplanned project during the middle of our Capital Project Fiscal year required Board Action to release over $__ from our Reserve Fund.  The CWW has been engineered and designed to serve the Association for over fifty (50) years; yet, it retains much of the “architectural look” and features or the original wooden walkway. 

Remnants of the memorable March 2012 Snowstorm also continued to haunt us during July.  Damaged limbs high above in the canopy of six of our very mature Oak and Maple trees revealed themselves, as their foliage had turned brown.  As safety measures, we contracted with an arborist who climbed each tree and pruned off several sizable limbs ensuring safety for persons and property and the health and longevity of these gracious and massive trees.

With the fairer weather, we also embarked on this Fiscal Year’s (FY) Painting Projects.  We repainted the entire west elevation of Building 121 through 137 Westbrook Way with a very durable and weather resistant paint.  Our other Paint Project was the coating of four (4) of our recently installed new (white) overhead garage doors with and advanced formula ETA Brown paint.

As these projects ensued, our routine and regular maintenance marched on throughout the community’s grounds and irrigation.  We cleared, cleaned, and deeply pruned areas along the North Bank Creek Walkway and the Brea Burn/Brookside corridors filling up nearly a twenty-yard (20) debris dumpster each of the four (4) weeks in July with pruned limbs and invasive plant material.  Irrigation was another focus of our maintenance efforts during July.  We managed irrigation adjustments along the Westbrook Way corridor and repaired over twelve (12) complex repairs along the Brea Burn/Brookside corridor.  During this FY we have as a goal the complete restoration of the Brea Burn/Brookside irrigation system.

Pressure washing concrete walkways and curbs was also a highlight of July.  We were able to complete pressure washing the entire length of the North Bank Walkway as well as curbing in along the Westbrook Way roadway and Driveway 3 and 4.  Re-grading and re-seeding a number of lawn areas were also projects that we undertook this July.  We re-seeded some of our lawns with hybrid seed researched and developed at Oregon State University (OSU) that performs well under areas that heavily shaded by our mature deciduous and conifer trees.  Throughout the Summer Season, we will continue restoring lawn areas throughout the community. 

During the course of all this work, we also addressed several critical instances of Yellow-Jacket attacks on our contractors and a few residents.  During the month we abated eleven (11) enormous hives, an unparalleled infestation of Yellow Jackets for this time of year.

Our maintenance activities were distributed fairly evenly over the month.  Zone 1, which encompasses the Clubhouse and Pool Area, received 39% of our attention – mainly due the Clubhouse Walkway Project.  Zones 3, 4, and 5, which primarily encompass the Westbrook Way Corridor received 30% of our work attention.  Zone 2 and 6, which primarily encompass the Brea Burn/Brookside Corridor received 31% of our work attention.
