MESSAGE FROM THE BOARD

Brae Burn Creek

Brae Burn comes from the Scottish for “hillside creek.” Our creek is one of the many things that make ETA such a special place to live.

Have you walked along the creek paths lately? As you walk, listen to the creek as it gurgles and babbles over the rocks and little waterfalls.

Birds have romance on their minds and are staking out their territories with their whistles and chirps. A pair of mallard ducks, annual visitors to ETA, spends many afternoons dabbling in the creek. Last year, Mrs. Mallard laid at least one egg. If you’re lucky, you might see a sharp-shinned hawk taking a leisurely bath. Late at night, you might hear our resident Western screech owl, who spends his days napping on downspouts under the eaves of various units.

Our natural landscape along the creek provides plenty of food and cover for our abundant squirrels and raccoons. You might see raccoons sleeping in trees near the clubhouse. In spring, deer come to the creek to eat the tops of blue camas that flourishes along the creek. Right now, the trillium and thousands of fawn lilies are in bloom on the banks. The trees and shrubs are leafing out, and red currants are showing off their pink blossoms.

Please protect our creek: think twice before washing your car with soap or detergents, because each of our driveways has a drain that goes directly into the creek. The creek disappears into a culvert at Willamette Street, but probably eventually drains into Amazon Creek.

We continue our search for a volunteer to take over the production/editing of the FYI. If you have a computer and a few hours each month, please consider volunteering to put together the monthly Edgewood FYI newsletter. The current editor (Dave Compton) can help with the transition if necessary. Please contact Dave Compton or Bruce Trafton.


Board of Directors Meeting Minutes
Tuesday April 12, 2011
Clubhouse

Call to Order at Six-Thirty (6:30) PM: Toni Horodysky called the meeting to order.
Present were Toni Horodysky, Linda Johnson, Susan Klein, Doug Cone, Suzy Wojcik, and Frank Gaddini. Excused were Jon Joseph, Bruce Trafton, and Eaton Conant,

Approval of Minutes of the March 2011 Board of Directors Meeting: Linda Johnson moved and Doug Cone seconded to approve the minutes as distributed in the March FYI. Motion passed.

State of Facilities and Operations Report: Written report submitted.

Treasurers Report: We opened two Certificates of Deposit, $5,000 each at Oregon Community Credit Union. One CD has a term of one year at 0.95 %, and the other has a three-year term at 1.79% interest. Capital spending needs to be adjusted and will be done by shrinking all of the expenses in the budget for this year. We will review next month, after assembling a budget committee. Summary of homeowner dues includes two units that are behind in their association dues.

Old Business:

Update on welcome packet -- A committee is reviewing the data and updating the information in the welcome packet. The goal is to complete the changes for the packet one year from today. The board will look at the final product when completed.

Sign update -- The architecture committee did a walk-around with Bruce Trafton and Frank Gaddini to determine the decision process regarding signage and repair work. The work would be done on the Willamette St. sign and then the vegetation around it would be removed. Proposed historical restoration will be done on the Westbrook Way sign and the Brookside Dr. sign will be similar.

New Business:

Architectural project forms review -- Frank Gaddini passed out new NCR forms for board review. The architectural committee will distribute the form to the homeowner for ductless heat pumps and for skylight and light tube installation. These forms will help homeowners to comply with necessary requirements.

Two homeowners letter regarding parking waiver requests -- Number 21 Westbrook Way requested parking through May 1. Consensus granted from the board. Number 79 Westbrook Way requested parking of a camper in the overflow parking lot for one year. Parking granted, conditionally, for a limited time, not to exceed May 31.

Homeowner request for extending rental -- The homeowner from number 127 Westbrook Way requested that its tenant be allowed to remain until September 30, 2012. Board approved the request.

Request for heat pump installation -- If the installer follows the protocol in the form from the architectural committee, the board the board approves the activity for installation for Number 1 Westbrook Way.

Architectural Report

The committee met on April 5th for a walkabout of the property so that we could all visit together areas that had come up in our discussions. The next meeting will be Wednesday, May 4th.


Grounds Committee Report

Sperry Tree Care was on site last month pruning in the area in front of BB 110-70. It will continue working west of that area in April and May to Brookside Dr., then concentrate on areas south of the creek in June and July, particularly on WW. Sperry has been contracted for the remainder of the fiscal year ending in December.

Most of the ETA bed and non-lawn areas were covered with bark delivered and distributed by Lane Forest Products. Those areas not covered had been barked heavily last year or are in a work-in-progress stage.

The hourly-contract workers have been working on lawn moss control and grass cutting.

Treasurer's Report, April 2011

Our Association insurance policy has a $5,000 deductible per incident, so ETA set aside $10,000 to cover to possible future incidents. Until now, we commingled this money with our other accounts, but decided to set these funds aside. We opened two Certificates of Deposit, $5,000 each at Oregon Community Credit Union. Edgewood Townehouse Association website, www.edgewoodhoa.org had 80 visitors who looked at 130 pages during the period March 4 to April 7.

March 2011 Facilities and Operations Report

March at Edgewood Townehouse began with rain, and the month ended with rain. The rains brought the first blooms on some of the rhododendrons, magnolias, and heather ground cover. The cycle of renewal is also evident as we move towards our Seasonal Maintenance and Capital Renovation Projects. This March we focused on Roofs. Roof and Gutter cleaning and maintenance was completed on forty-three (43) townhouse roofs including gutters, and moss inhibiting treatment was applied to these roofs. Two (2) of our Braeburn townhomes required temporary repairs to their flat-roofs this month, and will require a longer term solution as we enter into dryer weather this season. In addition to this repair, another Braeburn townhome, had all of its roof jacks and attic vents replaced due to water intrusion into the home. Also included with Roof maintenance this month was the Clubhouse roof. Chimneys, which are also integral and coterminous to the roofs were another focus during the month. This year we completed pressure washing and applying penetrating sealer to another twelve (12) chimneys.

A major repair was performed to the entry walkway of one of our Braeburn townhomes. The repair required complete removal and disposal of the cedar walkway, deck, and handrails with new cedar components. Repairs to the deck and walkway support structure also occurred.

On the grounds, we applied an annual maintenance layer of new bark throughout our entire eleven (11) acre site. We also saw another round of Rhododendron, Azalea, and other flowering ornamental shrubs pruned mostly along the Braeburn corridor. We attempted to mow lawns along the Westbrook Way corridor, but the grounds were to saturated and our mower was sinking into the ground. We will attempt another round of mowing late in April when hopefully the soil is firmer.

An observation that draws my concern are the many patios areas between our townhomes and garages with very mature trees, shrubs, and plants that when planted were very small, but now have exceeded the space that they occupy. These trees and plantings are causing damage that is costly to both homeowners and the Association. If you have plantings and trees that have outgrown their space, please contact me. We can work together to determine responsibility for maintenance and plan strategies for tree, shrub, and/or other planting removal, and/or pruning before extensive damage occurs.
